dc.description.abstractThe results of research of NGOs indicate that the number of crimes committed by the motive of racism and xenophobia is not less than 190 per year. These are usually violent crimes committed by organized groups of young people, who belong to the subculture of skinheads and neo-Nazi and directed primarily against foreign students, refugees and immigrants, businessmen, diplomats and family members of UN staff who are often immigrants from the countries of Africa, Asia, the Middle East, Caucasus or representatives of visible minorities in the West. Combating intolerance against the backdrop of social and economic transformation is extremely important, because it is because of the deteriorating social situation, racism and xenophobia become widespread and diverse forms, such as ethnophobias, religious phobias or phobias on various social groups (for example, Islamophobia, migrantphobia). Ukraine is a multicultural state – representatives of over 130 nationalities live on its territory, according to the State Committee of Ukraine on Nationalities and Religions. However, in spite of multiculturalism and polyethnicity of Ukrainian state, existence of xenophobic stereotypes in the mass consciousness, the use of hate speech in the media, the spread of intolerance in the Internet, the facts of radicalism among youth need of close scientific attention and effective preventive measures. It should be noted that the development of an effective system of combating racism and xenophobia is complicated by the lack of established paradigms to solve this problem. Therefore, the author proposed a comprehensive strategy against racism and xenophobia, theoretical model of which may include the following elements: directing, institutional and operational.en
