dc.description.abstractРозглядаються основні аспекти організації роботи міліції в Українській СРР у 1931 р. зразу після ліквідації наркомату внутрішніх справ. Головна увага приділяється нормативно-правовим документам, які регулювали діяльність вказаного правоохоронного органу у цей період, зокрема Положенню про робітничо-селянську міліцію, Тимчасовому статуту внутрішньої служби робітничо-селянської міліції СРСР. В ОДПУ СРСР була створена Головна інспекція по міліції і карному розшуку, в республіканських, крайових та обласних органах ДПУ – особливі інспекції по міліції й карного розшуку, На ДПУ покладалось керівництво діяльністю Головного управління міліції і карного розшуку України, а на місцеві органи ДПУ – керівництво діяльністю місцевих органів міліції і карного розшуку. Організаційно міліція була поділена на загальну й відомчу. Проаналізовано обов’язки загальної та відомчої міліції, виявлено переваги та недоліки реорганізації 1931 р.uk_UA
dc.description.abstractThe article deals with the main aspects of organizing the work of the militia in the Ukrainian SSR in 1931 immediately after the liquidation of the People's Commissariat of Internal Affairs. The main attention is paid to normative legal documents regulating the activity of the said law enforcement body during this period, in particular, the Regulations on the Workers 'and Peasants' Militia, the Provisional Statute of the Internal Service of the Workers 'and Peasants' Militia of the USSR. The ODPU of the USSR established the Main Inspection for Militia and Criminal Investigation, in the republican, regional and regional bodies of the DPU – special militia and criminal investigation. Organizationally the militia was divided into general and departmental. The responsibilities of the general police were to monitor the order in public places, prevent and stop the offenses in the indicated places and supervise the observance of the rules of the traffic. The general police also relied on prevention, cessation, disclosure, and investigation of crimes; the search for persons who are hiding from the investigation, the court, and execution of the sentence; search for stolen property; execution of court sentences on exile and expulsion, search for missing persons. The departmental militia, together with the special protection of certain enterprises, structures, and property of the state and public bodies, performed on the territory of enterprises and other protected objects the responsibilities of the general militia. An unequivocal assessment of the fact of establishing a unified centralized all-union system of militia authorities cannot be given. Such reorganization reduced the level of democracy in its structure, led to extreme centralism and turned the militia into an appendage of organs of the ODPU. The subordination of the police to the ODPU and the transfer of its provision to the state budget contributed to overcoming those negative phenomena that were related to the decentralization of leadership militia and its dependence on the local budget. The material base of militia was strengthened, which allowed raising the qualitative level of personnel. This created the preconditions for raising the level of personnel and logistics of personnel. The association with the state security bodies was also due to the fact that more elements of the parity were introduced into the work with personnel. This was reflected in the introduction of special ranks, annual certifications, the distribution of requirements of the army statutes, the prosecution of crimes in the military tribunal.en
dc.description.abstractРассматриваются основные аспекты организации работы милиции Украинской ССР в 1931 сразу после ликвидации наркомата внутренних дел. Главное внимание уделяется нормативно-правовым документам, которые регулировали деятельность указанного правоохранительного органа в этот период, в частности Положение о рабоче-крестьянской милиции, Устав внутренней службы рабоче-крестьянской милиции СССР. В СССР была создана Главная инспекция по милиции и уголовному розыску, в республиканских, краевых и областных органах - особые инспекции по милиции и уголовному розыску. Организационно милиция была разделена на общую и ведомственную. Проанализированы обязанности общей и ведомственной милиции, выявлены преимущества и недостатки реорганизации 1931 года.ru
