Анотація
Сформовано комплексне уявлення про систему суб’єктів протидії проступкам у сфері забезпечення безпеки дорожнього руху та особливості їх адміністративно-правового статусу. Розкрито сутність феномену безпеки, факторів, які на неї впливають. Осмислено поняття адміністративного проступку, суб’єкта протидії злочинності та відповідної системи суб’єктів, у тому числі у сфері забезпечення безпеки дорожнього руху серед персоналу органів державної влади.
The article emphasizes that the smallest misdemeanors in the field of road safety, in their totality, spontaneity and uncontrollability, can lead to fatal traffic accidents, as well as has a destructive effect on a wide range of social relations in the field of politics, economy, social security, and even national security. At the same time, in order to gain a deeper understanding of the range of subjects involved in combating offenses in the field of road safety, it is necessary to consider the phenomenon of road safety based on a whole set of factors that influence it. It is noted that an administrative misdemeanor within the scope of this study appears as an object of purposeful influence of the system of countermeasures at the level of the general organization of combating misdemeanors in the field of road safety, law enforcement activities, and prevention of misdemeanors in the field of road safety. The administrative and legal status of the subjects of combating misdemeanors in the field of ensuring road traffic safety in the entire set of subdivisions included in their composition has been elaborated. Some of these departments (sectors, departments) at the level of consideration of the relationships between them may turn out to be ineffective or such that they declare the performance of certain tasks and functions, but in fact «attribute» to themselves the results of the work of other departments. That is why the understanding of countermeasures as a system was formed, which, in addition to defining the tasks of each individual subject, also provides for vertical and horizontal relationships, as well as a certain program of countermeasures: determining the essence of the technique, tactics, and methodology at the level of each individual action of a separate subject in the course of countering misdemeanors in the field of road safety. Within the framework of the study, the system of subjects for combating misdemeanors in the field of ensuring road traffic safety among the personnel of state authorities was also separately considered. After all, it is at this level that it is possible to analyze the activities of such a key subject as the head of a state authority. And in this context, the initiatives of the staff of the state authority in the field of road safety and active dialogue with the management are important.
