Зроблено висновок про значний внесок Європейського Союзу, окремих країн – Грузії та США – у реформу поліції в Україні. Проаналізовано чинне законодавство у сфері діяльності Національної поліції. Розглянуто впроваджені заходи реформування поліції в Україні. Окреслено подальші кроки на шляху реформування.uk_UA
dc.description.abstractIt is noted that in 2015, serious police reform started in Ukraine, which significantly changed the existing law enforcement system, the essence of which was neglect of human rights, impunity, bribery and violence. The conclusion is drawn on the significant contribution of the European Union and individual countries – Georgia and the USA to the police reform in Ukraine. The human, scientific, theoretical, practical and material resources of these countries were involved. The current legislation in the field of activity of the National police has been reviewed. A significant step towards police reform in Ukraine was the adoption of the Law of Ukraine “On the National Police”, which determined the legal basis for the organization and activities of the National Police of Ukraine, the status of police officers, as well as the procedure for serving in the National Police of Ukraine. Today, the National Police is the central executive body, which serves the public by ensuring the protection of human rights and freedoms, combating crime, maintaining public security and order. The implemented measures for police reform in Ukraine have been considered. The National Police, together with international partners, launched a pilot project that combined the functions of investigative and operational officers under a single subordination and in a single detective position. A separate achievement of police reform in Ukraine was the creation of a patrol police. A police called “dialogue police” has been introduced. The project “Support to police reform in Ukraine” aimed at improving the interaction of the police with the public has been launched. A system of electronic recording and fixation of all actions against retained persons “Custody Records” has been introduced. The following steps to reform have been identified. The police must be provided with legislation that is detailed and understandable for everyone. National Police officers must respect the informational rights of the individual and citizen. Cyber police, which ensures the implementation of state policy in the fight against cybercrime using electronic computing machines (computers), telecommunication and computer Internet networks and systems, should receive serious growth dynamics. In the end, the police must become a service body where people can order and receive various services.en

Сделан вывод о значительном вкладе Европейского Союза, отдельных стран - Грузии и США - в реформу полиции в Украине. Проанализировано действующее законодательство в сфере деятельности Национальной полиции. Рассмотрены внедренные меры реформирования полиции в Украине. Определены дальнейшие шаги на пути реформирования.ru
