Анотація
Исследована проблема перехода полиции к новым формам и методам взаимодействия с населением на основе современных информационных технологий. Проанализировано состояние
этого вопроса в мире и в Украине. Выполнен обзор зарубежных автоматизированных средств
взаимодействия полиции с населением. Сформулированы принципы современной организации взаимодействия полиции с населением. Разработан инновационный подход к решению
исследуемой проблемы, основанный на современных информационных технологиях, и представлен веб-портал, реализующий новый подход. Описаны его основные функции, возможности и характерные особенности, а также перспективы дальнейшего развития.
The problem of the police transition to new forms and methods of interaction with the population based on modern information technologies has been studied. The state of this issue in the world and in Ukraine has been analyzed. The review of international automated means of community policing has been accomplished. The authors have formulated the principles, which should be the basis for modern system of public relations between police and public, in the context of the fact that Ukraine took a ply to join the European Union and, therefore, the commitment to democratic principles of law enforcement agencies’ activities and European approaches to interaction with the population and assessment of police activities. The authors have stated in details that an innovative approach implemented on modern web technologies, in the form of a web portal www.police.kh.ua, which allows the police to interact with the public on a completely new, modern, principles meeting the European requirements developed the solution of the considered issues by Kharkiv IT-specialists together with the employees of the Department of information support of the Chief department of the National Police in Kharkiv region. The portal ensures the fulfillment of three groups of functions: 1) to inform the public on the crime rate in the attended area (in this case – Kharkiv region), 2) the implementation of the feedback from the public and 3) the provision of services. The paper describes all the basic functions, features and characteristics of the instruments. It has been indicated that in the future there will be an expansion of the service functions provided by the addition of a module to assess the effectiveness of the police through an interactive survey and expanding public awareness function by adding a module of analysis of the dynamics of crime for different categories of crimes for different time intervals. Thus, a unique and unparalleled in the world instrumental mechanism making it possible to transfer the police relationship with the population on a completely new and modern technological platform has been created.
