Анотація
На підставі аналізу наукових точок зору та відповідних нормативно-правових актів розроблено авторське бачення адміністративно-правових аспектів підготовки майбутніх поліцейських у ВНЗ МВС України. Встановлено, що з метою підготовки не лише кваліфікованого, але й морально, психологічно та етично підготовленого працівника органів внутрішніх справ необхідно вжити системних заходів щодо всебічно цілеспрямованого розвитку майбутнього поліцейського.
The objective of this article is to clarify the nature of administrative and legal aspects of training future police officers in higher educational establishments of the Ministry of Internal Affairs of Ukraine and the development of an effective mechanism for their implementation. The article is devoted to the research of administrative and legal aspects of training future police officers in higher educational establishments of the Ministry of Internal Affairs of Ukraine. On the basis of scientific points of view and related legal acts the author has developed his own vision of administrative and legal aspects of training future police officers in higher educational establishments of the Ministry of Internal Affairs of Ukraine. It is established that in order to train not only qualified, but also morally, psychologically and ethically prepared police officer it is necessary to take systemic measures to fully-focused development of the future police officer. It is proved that despite the fact that the system of professional training in the structure of the Ministry of Internal Affairs of Ukraine is an integral part of the national system of vocational education, professional training of cadets is performed under other conditions than the normal civil educational establishments and has its own specifics, which are caused by a clearly defined sphere of professional activity of future police officers, estimated needs for personnel, the availability of the target recruitment and appropriate assignment of graduates. The drafts of legal acts that have to regulate the activities of all law enforcement system at a more effective level are analyzed. These norms must increase the quality of the training process of future police officers. As a result of their analysis the author has formulated propositions and recommendations, which make possible for higher educational establishments of the Ministry of Internal Affairs of Ukraine to fulfill their obligations in the sphere of training future police officers.
На основании анализа научных точек зрения и соответствующих нормативно правовых актов разработано авторское виденье административно-правовых аспектов подготовки будущих полицейских в вузе МВД Украины.
