Досліджено діяльність ООН у галузі протидії загрозам інформаційного простору, визначено шляхи нормативного регулювання питань міжнародної інформаційної безпеки і
стратегія розвитку міжнародного права в цій сфері.
In 1970-1980h's the informational threat was a kind of exotics; but now it has become one of the most serious threats to both national and international security, - they are numerous, persistent and have the transboundary nature. In author’s opinion, the transboundary nature of threats to information security is the most pronounced and therefore it is necessary to develop and implement the comprehensive efforts to effectively combat within the international organizations. First of all, it is the UN as the international universal organization whose activity is related with the solution of global international problems. The actuality of the research theme is that the security problem of the information space has become the subject of some scientific debates, official meetings at the highest political level, in particular in the framework of the UN. Ukraine faced the hybrid of information warfare and cyber attacks so the problem of information security has become especially important. Many problems associated with information security can be solved only by close coordinated cooperation with the other states and the international organizations (UN, EU, NATO and etc.). The purpose of this article is to research the UN activity in combating the threat of the information space; the ways of normative regulation of the issues of international information security strategy and the development of the international law in this area have been identified here. As a result, it was noted that the international nature of information security threats determines the need of cooperation, both at the regional and global level. Therefore, parallel to the development of the specialized agencies and institutions of the United Nations the intergovernmental organizations both regional and regional nature aimed at the enhancing cooperation among States are established. Unfortunately, the development of the international legal framework in the field of information security is difficult and goes slowly. The work on these agreements proceeds in stages - each subsequent document is based on previous one and parallel with this, the general principles of national activities in the respective areas are created.
