Анотація
Проаналізовано наукові підходи вчених до трактування таких понять, як «завдання» та «функції». З метою з’ясування співвідношення понять «завдання» та «функції» Державної фіскальної служби України охарактеризовано наукові підходи до співвідношення завдань та функцій інших державних органів. Надано власне трактування співвідношення понять «завдання»
та «функції». Названо основні завдання та функції Державної фіскальної служби.
It is emphasized that a clear definition of tasks and functions of any state body, including the State Fiscal Service of Ukraine (hereinafter referred to as – SFS), is the pledge of their effective activities, especially in terms of the reform of the executive branch. Scientific approaches of the scholars to the interpretation of such notions as «tasks» and «functions» are analyzed. In order to clarify the correlation between the concepts «tasks» and «functions» of the SFS the author has characterized scientific approaches to the correlation between tasks and functions of other state bodies. It is proved that task is a broader scientific category than function. Own interpretation of the correlation between the concepts «tasks» and «functions» is provided. The basic tasks and functions of the SFS are named. The tasks of the State Fiscal Service of Ukraine on guaranteeing the rights of entrepreneurs in the field of taxation include: 1) provision of legal assistance to certain categories of subjects of economic activity; 2) detection, fixation, seizure and preservation of material and ideal traces of crimes related to infringement of legitimate rights and interests of individuals and legal entities in the field of taxation; 3) development of propositions for improving the mechanism of creating favorable conditions for the development and prosperity of entrepreneurship in Ukraine; 4) implementation effective scientifically based practical recommendations and theoretical provisions on the specifics of initiation of simplified taxation and (or) use of tax benefits in the process of functioning of establishments, institutions, organizations of the sphere of management of the SFS. The functions inherent to the State Fiscal Service ofUkraine, its territorial bodies and subordinate establishments (institutions or organizations) include: 1) service functions – to provide various kinds of administrative services by authorized officers of government agencies in the field of taxation to individuals and legal entities; 2) methodological functions; 3) law enforcement functions; 4) communication functions. Indicated tasks and functions are briefly analyzed; and their correlation is revealed.

С целью выяснения соотношения понятий «задачи» и «функции» Государственной фискальной службы Украины охарактеризованы научные подходы к соотношению задач и функций других государственных органов. Предоставлено собственную трактовку соотношения понятий «задачи» и «функции». Названы основные задачи и функции Государственной фискальной службы.
