Анотація
В статье рассматриваются организационно-правовые основы взаимодействия Национальной
полиции Украины с гражданским обществом. Автором осуществлен обзор юридических литературных источников, раскрыты современные научные представления о взаимодействии гражданского
общества и полицейских структур. Исследован зарубежный опыт взаимодействия гражданского
общества и полицейских структур. Предложены основные направления совершенствования взаимодействия Национальной полиции и гражданского общества.
Te article examines the legal and organizational basis of the interaction between the National Police of Ukraine and the civil society. Te author reviewed a list of legal literature and revealed modern scientifc understanding regarding interaction between the police and the civil society. Te author also determined the best foreign practices regarding development of interaction between NGOs and police structural units and suggested the main ways of improvement of the interaction between the National Police and the civil society. Tey were considered as the priority directions of ensuring state security. It is possible to distinguish four main models of the police service in the world practice: “politician-observer”, “professional lawyer”, “rationalized model” and “service to the public”. Te analysis of the scientifc works and foreign experience proved that the best model of the National Police of Ukraine functioning and interaction with the civil society is “service to the public”. Te effectiveness of the interaction between the National Police and the population influences the development of the civil society in Ukraine and increase of the level of legal awareness and legal culture of citizens. It also influences the development of the desired lawful behavior among citizens. Te effectiveness of the state interaction at this level with civil society depends on the provision of the state security in general, and the fulfllment of specifc tasks imposed on the bodies of the National Police of Ukraine. Te main directions of the improvement of interaction between the National Police bodies and the civil society are as follows: 1) development and adoption of the Concept of interaction between the National Police and the civil society institutions at the national and regional levels; 2) increasing the availability of the police for the public; 3) ensuring transparency in the work of the police; 4) forming a positive image of the police service and its employees; 5) enhancement of the professionalism of the police and representatives of NGOs working in the feld of law enforcement.
У статті розглядаються організаційно-правові основи взаємодії Національної поліції України з громадянським суспільством. Автором здійснено огляд юридичних літературних джерел, розкриті сучасні наукові уявлення про взаємодію громадянського суспільства і поліцейських структур. Досліджено зарубіжний досвід взаємодії громадянського суспільства і поліцейських структур. Запропоновано основні напрями вдосконалення взаємодії Національної поліції і громадянського суспільства.
Articolul se referă la bazele organizaționale și legale ale interacțiunii dintre Poliția Națională a Ucrainei și societatea civilă. Autorul a revizuit sursele bibliografce din domeniu, au fost dezvăluite viziunile științifce moderne privind interacțiunea dintre societatea civilă și structurile poliției. A fost studiată experiența străină a interacțiunii dintre societatea civilă și structurile de poliție. Se propun principalele direcții de îmbunătățire a interacțiunii dintre Poliția Națională și societatea civilă.
