Анотація
З метою дослідження діяльності органів внутрішніх справ щодо забезпечення правопорядку в
регіоні виокремлено такі періоди функціонування органів внутрішніх справ: період революції
та громадянської війни, початок існування (20–30-ті роки) СРСР, період Великої Вітчизняної
війни, післявоєнний період, кінець існування та розпад СРСР. Зазначено, що наведені етапи
починають свій відлік від створення першого офіційного централізованого відомства управління внутрішніми справами – Міністерства внутрішніх справ у складі Російської імперії.
The history of the activity of internal affairs agencies (police) in keeping public order in the region is studied. It is found out that the starting point of historical research of internal affairs agencies in keeping public order in the region should be considered the beginning of the nineteenth century, the period when the executive power agency was officially established in a legitimate way, which included internal affairs – the Ministry of Internal Affairs. It is found out that the specified Ministry at the beginning of the historical development participated in the regulation of many aspects of social life at that time. Herewith the normative regulation of this agency was extremely imperfect. The next historical stage of the activity of internal affairs agencies in keeping public order related to revolutionary events of 1917, which as known included the February bourgeois-democratic and the Great October Socialist revolution was named and analyzed. Special attention is paid to the fact that a significant step in the development of internal affairs agencies is 1930s, as numerous restructuring and reforms were held since then. The formation and development of internal affairs agencies’ activity in keeping public order in the region in the war and post-war periods is analyzed. The latter two periods include the period of the Soviet Union and modern period – the period of the independent state of Ukraine. The author grounds the conclusion that almost all periods of the existence of internal affairs agencies were politicized and the issue of officers’ professionalism was of little attention. Besides, keeping public order in different periods was not a priority, more attention was paid to the protection and defense of the political regime that was functioning in the corresponding historical periods.
С целью исследования деятельности органов внутренних дел по обеспечению правопорядка в регионе выделены следующие периоды функционирования органов внутренних дел: период революции и гражданской войны, начало существования (20–30-е годы) СССР, период Великой Отечественной войны, послевоенный период, конец существования и распад СССР.
