Анотація
Стаття присвячена питанням визначення концепції ситуаційного керування діяльністю оперативних підрозділів Національної поліції України під час виконання завдань в районі проведення антитерористичної операції, що забезпечуватиме можливість адаптації структури керування до постійно змінюваних умов оперативної обстановки і надійність функціонування правоохоронних органів в ситуаціях, що набувають надзвичайний характер, яким за суттю є антитерористична операція.
Статья посвящена вопросам определения концепции ситуационного управления деятельностью оперативных подразделений Национальной полиции Украины во время выполнения задач в районе проведения антитеррористической операции, что обеспечит возможность адаптации структуры управления к изменяющимся условиям оперативной обстановки и надежность функционирования правоохранительных органов в ситуациях, приобретающих чрезвычайный характер, чем по сути и является антитеррористическая операция.
In extreme conditions of ATO significantly increased intensity and tension Criminal Police employees and managers of operational units overloading improper functions. Overall sharpness, dynamics and tension of situation in the area ATO make it necessary to supplement the existing management structure elements of situational type, providing organizational, operational and technical sense an opportunity to address the whole set of suddenly emerging challenges. Outlined problems largely due to a lack of theoretical foundations elaborated controls, aimed mainly at present to meet the challenges of the traditional type, associated with the implementation of various management functions.
Introduction to the theory of management Operational Activities situational approach based on the identification of problematic situations, their classification and technology of situation tasks, will increase the efficiency of management of operational and service activities for the aggravation of the political and operational situation, and especially in terms of areas of ATO. Scientific review and problem solving situational management is able to significantly increase the variability of management decisions, which, combined with the capabilities of computer systems enhances the quality and validity of decisions.
The essence of the concept of situational control specific body of law based on the important methodological premise: each type of specific operational situation arising in the course of business must meet its own procedure management of its information management, the criteria and ways of decision-making, implementation and facilities management actions.
In terms of expansion and deepening of the crisis in Ukraine, the attempts of foreign services, organizations and extremist elements inspire manifestations of conflict and other emergencies across the country, important to the development of planning methodologies of operational units in special circumstances.
The main objective of implementing situational approach is to develop operational situations appropriate solutions to detect and describe emergencies design options for their possible localization, create relevant information and analytical database management operational units.
