Анотація
Статтю присвячено аналізові основних тенденцій злочинності в Харківській області та їх прогнозуванню
на найближчу перспективу. Також розглянуто окремі
показники злочинності в Харківській області за перше
півріччя 2015 року.
Offensive character of combating crime is mainly provided by law enforcement agencies’ activities that historically play a key role in deterring crime rates in certain stable limits. This is caused by the unprecedented relevance of the task of finding and using the reserves of increasing the efficiency of law enforcement systems’ activity in the field of fighting against crime in a certain region (e.g. Kharkiv region). Outlined parameters of criminological scenarios allow us to state that the criminal situation for Kharkiv region and Ukraine in the whole will have negative consequences in the nearest future and medium term. In the coming years we can expect deterioration in the structure of crime. We predicted a marked increase in criminal activity among socially unprotected groups of population, including the unemployed, pupils of secondary schools and similar institutions and other persons with incomes below the subsistence minimum. Increase in the number of crimes committed by women and minors is expected. In this regard the urgent need is to change the basic elements of the system of combating crime with the primacy of general social level of criminological prevention. Guaranteeing favorable scenario of criminological situation development depends to a large extent on the effective compensatory policy of governing subjects of the system of combating crime. It is about the need to develop a single coordinated stabilizing plan of actions, including on temporary assumption of certain functions of some units by others (with appropriate organizational and legal support), intensification of activities concerning a broad involvement of the community that is very active and has legal awareness to take part in keeping public order and safety. Important role in this activity should play social organizations and political parties, making relevant information company and organizational measures. Thus, the consolidation of the entire system of combating crime on the basis of extreme mode of operation is a prerequisite for successful implementation of tasks to suppress negative criminogenic tendencies.
Статья посвящена анализу основных тенденций преступности в Харьковской области и их прогнозированию на ближайшую перспективу. Также рассмотрены отдельные показатели преступности в Харьковской области в первой половине 2015 года.
