Анотація
Досліджено наукові проблеми формування стратегій інтеграції політичної системи та
протидії злочинності. Обґрунтовано гносеологічну автономність зазначених стратегій. Визначено наукові засади функціональної синхронізації цих систем як умови їх інтеграції.
Проаналізовано політичні фактори формування стратегій інтеграції протидії злочинності та
політичної системи європейсько-континентального типу. Надано узагальнену змістовну
характеристику інтеграційним заходам політико-кримінологічного спрямування.
The article is devoted to the research of scientific problems of forming strategies of the political system and crime counteraction’s integration. Epistemological autonomy of these strategies is grounded. Scientific principles of the functional synchronization of political system and crime counteraction as a condition for their integration are defined. It is proved that the crime counteraction is a systemic phenomenon, which is expressed in the organic unity and interdependence of its components, which can be studied on various criteria: sectoral, territorial, subject and object, teleological, institutional, etc. Because these components are integrated to the social environment in any area of its institutional practices we should admit the presence of intermediate link mediated by numerous intermediate chains between crime counteraction and the political system. It is found out that the integration of crime counteraction and political systems involves removing intermediate chains of mediation of interference and access to a wide contact of their structural and functional components under consistency of legal basis, objectives and limits of synthesizing processes as its main objective, and simultaneously the principle. Political factors of forming integration strategies of crime counteraction and political system of the European continental type are analyzed. Special attention is paid to the necessity of transformation of fundamental ideological grounds of political will, which includes adjustment of: a) mass political consciousness; b) mass legal consciousness; c) political and legal awareness of leading political actors. The following disintegration factors that should be considered while forming strategies like: structural and functional differences of the analyzed systems managed by the laws of self-preservation; anomie of political consciousness; dichotomy of representativeness of the population’s interest within the highest agencies of the state authorities both by ideological and geographical factors, etc are singled out and analyzed. Generalized content description of the integration measures of political and criminological orientation under ideological, directing, structural, operational and prognostic components of the strategy is presented.
