Анотація
Виконано аналіз конституційно-правових і процесуальних засад розробки та попереднього розгляду законопроектів у
комітетах Верховної Ради України, визначено їх основні риси, сутність та значення, а також обґрунтовано пріоритетні
напрямки удосконалення повноважень та діяльності парламентських комітетів у сфері законотворчості.
The analysis of the constitutional-legal and procedural basis of drafting and preliminary consideration of bills in the committees of the Verkhovna Rada of Ukraine is made, also it was determined its main features, essence, and significance. Also, were considered the issues of assigning the committees of the Verkhovna Rada of Ukraine to the subjects of the right of legislative initiative, establishing guarantees of observance of intellectual property rights for the bill, the staff of working groups on drafting bills, sending a bill to scientific expertise, grounds for the return of the bill, invitations of interested persons for the meeting of the main committee, etc. Drafting and preliminary consideration of bills in the committees of the Verkhovna Rada of Ukraine is an important stage in the legislative process, which ensures thorough and professional preparation of properly substantiated and executed bills and at the same time reject poor-quality or defective draft parliamentary acts. The peculiarities of such legislative activity include the simultaneous involvement of several committees of the Verkhovna Rada of Ukraine with the leading role of the main committee, the comprehensive and subsidiary nature of the powers of the parliamentary committees, its extension to draft laws and other parliamentary acts, decision-making by the committees of the Verkhovna Rada of Ukraine on the basis of objective (professional) and subjective (political) factors. Today the procedure and rules for drafting bills in committees and submitting it to parliament are still unregulated, and the mechanism of preliminary consideration of bills has certain gaps and shortcomings, which leads to a lack efficiency in its use. The improvement of the legislative work of the committees of the Verkhovna Rada of Ukraine should provide the elimination of gaps in the regulation of the order of drafting bills and its submission to the parliament, intensifying the functioning of working groups and interaction between committees of the Verkhovna Rada of Ukraine, clarifying the detailing distribution of its competence, expanding the practice of returning bills by the parliamentary committees.
