Анотація
У статті автором досліджені наукові підходи щодо визначення сутності, ознак та форм публічного адміністрування в органах Національної поліції України. На підставі аналізу наукових праць в сфері державного управління та публічного адміністрування запропоновано авторське визначення терміну «форми публічного адміністрування в органах Національної поліції». Спираючись на класифікації управлінських форм, які досліджувалися в науковій літературі здійснено класифікацію форм публічного адміністрування в органах Національної поліції України серед яких пропонується виділяти форми юридичного та організаційного характеру.
In the article the author studies scientific approaches to the definition of the essence, features and forms of public administration in the bodies of the National Police of Ukraine. On the basis of the analysis of scientific works in the field of public administration and public administration, an author's definition of the term «forms of public administration in the bodies of the National Police» is proposed. The forms of public management in the bodies of the National Police of Ukraine are defined by the normative and legal acts and, within the competence of the subjects of public management, the means of external expression of their activities aimed at streamlining the organizational structure of the system of the National Police of Ukraine, planning, preparation, development and implementation of management decisions, organization of the activity of the management apparatus, implementation of documentary, informational, personnel, psychological support of the activity about organs and units of the National Police to achieve the goals, tasks and implementation of the functions assigned to the National Police. Relying on the classification of management forms that were studied in scientific literature, the classification of forms of public management in the bodies of the National Police of Ukraine was carried out, among which it is proposed to distinguish between forms of legal and organizational character: - legal (normative) forms of public management: publication of normative acts; publication of individual acts; implementation of intra-system legally significant actions (attestation, expert, registration, training, control); - organizational and legal forms of public management: organizational actions (holding of meetings, meetings, discussions, development of forecasts, programs, implementation of statistical, accounting, holding of press conferences, scientific and methodological events, instruction, etc.); material and technical actions (office work, compilation of certificates, reports, etc.).
В статье автором исследованы научные подходы к определению сущности, признаков и форм публичного администрирования в органах Национальной полиции Украины. На основании анализа научных работ в сфере государственного управления и публичного администрирования предложено авторское определение термина «формы публичного администрирования в органах Национальной полиции». Опираясь на классификации управленческих форм, которые исследовались в научной литературе, осуществлена классификация форм публичного администрирования в органах Национальной полиции Украины, среди которых предлагается выделять формы юридического и организационного характера.
