Анотація
Досліджено правове регулювання діяльності муніципальної поліції в Естонській Республіці. Встановлено функції та завдання муніципальної поліції в
Естонській Республіці. Проаналізовано структуру Департаменту та завдання
директора Департаменту муніципальної поліції в Естонській Республіці. Зазначено, що муніципальна поліція у місті Таллінні діє на максимально прозорих
засадах. Також обґрунтовано доцільність використання досвіду діяльності
муніципальної поліції Естонської Республіки в Україні.
Legal regulation of municipal police in the Republic of Estonia is examined. It is established that the municipal police controls public order in the city and the implementation of local legal acts. It is noted that the objectives of the municipal police department in Estonia are : 1) protection of property of the city of Tallinn; 2) checking tickets in public transport; 3) Implementation proceedings against parking violations; 4) monitoring the maintenance of domestic cats and dogs; 5) exercising the control over activities at the municipal taxi territory; 6) temporary traffic control in violation of traffic on the road; 7) other functions that are provided by the local council and approval. It is outlined that the structure of the Department of municipal police of Tallinn City is determined by city Council and is approved by the Mayor. The structure of the Department of the municipal police in Estonia Republic includes the following departments: Department of Development and maintenance; Department for register; Department for the implementation of production; Patrol Division. The objectives of the Director are : 1) managing the Department and responsibility for tasks; 2) ensuring, within its competence, the tasks of Tallinn; 3) appointment and dismiss of officials, conclusion, modifying and termination of employment agreements of the support staff; 4) definition of the tasks, duties and responsibilities of staff; 5) appointment of the office staff bonuses, bonuses and allowances; 6) responsibility for the Department and its administrative budget; 7) taking measures of economic and technical resources for professional development, working conditions, resuming the training of civil servants; 8) approving the wearing of uniforms; 9) representing the department. Also the expediency of using the experience of the municipal police of Estonia to Ukraine is examined.
Исследовано правовое регулирование деятельности муниципальной полиции в Эстонской Республике. Установлены функции и задачи муниципальной полиции в Эстонской Республике. Проанализированы структура Департамента и задачи директора Департамента муниципальной полиции в Эстонской Республике. Подчёркнуто, что муниципальная полиция в городе Таллинне действует на максимально прозрачной основе. Также обоснована целесообразность использования опыта деятельности муниципальной полиции Эстонской Республики в Украине.
