Анотація
Досліджено досвід планування діяльності поліцейських підрозділів у Великобританії та можливість його застосування в Україні. Розглянуто особливості формування планів поліцейської
діяльності в різних частинах Великобританії. Особливу увагу звернено на участь органів місцевого самоврядування та громадськості у формуванні планів і подальшому контролі за їх виконанням. За результатами дослідження запропоновано шляхи застосування досвіду Великобританії в Україні (складання місцевих планів поліцейської діяльності; визначення
пріоритетів поліцейської діяльності; використання статистичних даних і результатів соціологічних досліджень для оцінки діяльності поліції).
The article deals with experience of policing planning in the United Kingdom together with the possibilities to adapt it in Ukraine. Particular features of policing planning in different parts of the UK (England and Wales, Scotland, Northern Ireland) are examined. Recent developments in the planning process, including ongoing reforms of the police services, are taken into account. Trends of the policing planning process, common to all of the parts are discussed, such as its multi-tiered nature (policing priorities – policing goals – measures); active participation of a wide variety of stake-holders, including local councils and communities in the process; wide usage of opinion polls in the assessment of performance of the police forces. Particular attention is paid to the participation of the local councils and community in the planning process and subsequent control over the police activities to achieve goals set out by these plans. The way the criteria for assessing progress in meeting the goals set out by the policing plans are determined is also examined. Finally, the article concludes with the propositions on implementation of certain elements of the British policing planning framework in Ukraine, particularly in relation to the recently-adopted Law on National Police. Namely, the article proposes adoption of the policing planning process by the local police units in order to ensure transparency and comprehensiveness of the annual reports by the local police units chiefs, required by the Ukrainian legislation; implementation of the practices of setting out the policing priorities on local level, involving a wide variety of stake-holders in this process; usage of multiple sources of information including both d ata provided by the police statistics and results of public opinion surveys while assessing results of the police activities.
Исследован опыт планирования деятельности полицейских подразделений в Великобритании и возможность его использования в Украине. Рассмотрены особенности формирования планов полицейской деятельности в различных частях Великобритании. Особое внимание уделено участию органов местного самоуправления и общественности в формировании планов и последующем контроле над их выполнением. По результатам исследования предложены пути использования опыта Великобритании в Украине (составление местных планов полицейской деятельности; определение приоритетов полицейской деятельности; использование статистических данных и результатов социологических исследований для оценки деятельности полиции).
