Наголошено, що принципи кадрового забезпечення включають: принципи правового регулювання кадрового забезпечення, а також принципи управління кадровим потенціалом органів Національної поліції. Зазначено, що під принципами кадрового забезпечення Національної поліції доцільно розуміти нормативно визначені основні засади організації та реалізації діяльності уповноважених суб’єктів щодо своєчасного та постійного задоволення потреб органів Національної поліції у кваліфікованих професійних кадрах, здатних ефективно виконувати свої професійні функції.The purpose of the article is to define the range and describe the principles of staffing of the National Police of Ukraine. The article, based on the analysis of scientific views of scientists, formed the author’s approach to the interpretation of the concept of "principles of staffing of the National Police". It is emphasized that the principles of staffing include: the principles of legal regulation of staffing, as well as the principles of personnel management of the National Police. It is concluded that the principles of staffing can be considered through the prism of their multifaceted nature. The principles of staffing are both the principles of legal regulation of staffing and the principles of personnel management of the National Police. The principles of legal regulation of personnel provision are of paramount importance for the principles of personnel management, as the latter cannot contradict the principles of legal regulation. The principles of staffing are either directly provided by legal norms, or are derived from their content and determine the basic principles that must be implemented during the legal regulation of staffing in legislation, bylaws, local regulations and individual legal acts. Thus, the principles of staffing of the National Police should be understood as normatively defined basic principles of organization and implementation of authorized entities for timely and continuous satisfaction of the needs of the National Police in qualified professionals capable of effectively performing their professional functions. Among the characteristic features of the principles of staffing the National Police are the following: they depend on the level of socio-economic development of the state; have regulatory certainty; outline the importance of staffing the National Police; is an element of the mechanism of staffing, which determines its forms and methods of implementation, determine the basic principles of functional implementation of the tasks and achieve the goal of staffing the National Police.Рассмотрены принципы кадрового обеспечения Национальной полиции Украины через призму их многоаспектности. Отмечено, что принципы кадрового обеспечения включают в себя: принципы правового регулирования кадрового обеспечения, а также принципы управления кадровым потенциалом органов Национальной полиции. Акцентировано, что под принципами кадрового обеспечения Национальной полиции целесообразно понимать нормативно определенные основные принципы организации и реализации деятельности уполномоченных субъектов относительно своевременного и постоянного удовлетворения потребностей органов Национальной полиции в квалифицированных профессиональных кадрах, способных эффективно выполнять свои профессиональные функции.ukДержавне адміністративне управління.
