Its characteristic features will allow this type of agreement to be distinguished from other legal agreements based on its subject, subject and regulatory characteristics. Moreover, the key factor of differentiation is the criterion of publicity as a representation of the purpose of the emergence of administrative-contractual relations. In general, an administrative contract is interpreted as follows: “it is legally defined as a legally formalized agreement between subjects of public administration among themselves or the public sector regarding the performance of public functions or the provision of administrative services.” It has been clarified that of the types of administrative contracts provided for by the Code of Administrative Procedure of Ukraine, memoranda and those concluded to resolve issues of providing administrative services are most often used in the preventive activities of police bodies. In general, the procedures for concluding such administrative contracts are of the same type. It is about the fact that the criterion of their differentiation, as a rule, does not have a significant effect on the phasing of the order of their stacking. Since the main purpose of these agreements is to ensure the functioning of the mechanism of joint activity, which is manifested by coordination, organizational, technical and other actions of the interacting parties, the stages of their conclusion may remain practically unchanged, regardless of the specific subject field (contact of the parties, negotiations and agreement of conditions, contract preparation, contract signing). However, it is important to ensure their systematic and consistent implementation, because the concluded contract must meet the requirements of the law and fulfill its instrumental function as a regulator of administrative-legal relations, which provides for clear legal obligations between the National Police and other subjects.
