Окремо здійснена спроба надати визначення поняттю «громадська безпека», та характеристика останньої (ознаки, цілі, завдання).In modern conditions improvement of the security (state, public, personal, etc.) is relevant than ever. Special type of security is public safety. It plays an important role – it ensures stable relations in the country. Ensuring the security situation in the country guarantees the progressive development of the society and cannot be done outside the scope of administrative law. However, regulating a significant part of relations in the sphere of public security, in fact, there is no general definition within administrative legislation. Therefore, the main objective of the article is to formulate the universal concept of “public safety”. Special attention of the article is paid to the fact that public safety can be viewed in two ways: broad and narrow. The narrow concept of public security would be essentially used within administrative and legal norms. Features inherent to public security both in the broad and in the narrow sense are considered; the issues concerning relationship of public safety with close in content and nature category of public order are highlighted. The definitions of the concept of “public security” that have been proposed by scholars in the field of administrative law are also provided; author’s definition is formulated. Under public security one should understood public relations of administrative and legal (administrative) character concerning guaranteeing peace and security in everyday life and in the case of emergencies by the way of adopting mostly subordinate normative and legal acts (regulations, decrees, orders) and ensuring their validity by establishing administrative liability and by the work of state agencies and public organizations.Рассмотрено тесную взаимосвязь двух понятий: «общественный порядок» и «общественная безопасность», выделены их общие и отличительные признаки в поле административного права.
