З’ясовано структуру Департаменту кримінально-виконавчої інспекції та соціально-психологічної роботи з засудженими; розкрито повноваження його підрозділів. Доведено, що важливого значення набуває створення правових, організаційних та матеріально-технічних умов для реформування кримінальновиконавчої інспекції у службу пробації, вироблення ефективної системи підготовки персоналу для служби пробації.The object of the research is the place and purpose of the penal inspection in the system of agencies of the State Criminal and Executive Service of Ukraine, as well as perspective steps towards reforming the penal inspection. The objective of the article is to determine the place and purpose of the penal inspection in the system of agencies of the State Criminal and Executive Service of Ukraine, to elucidate the range of tasks, functions and competence of the penal inspection of Ukraine. The need to achieve the objective of the research is that scientific studies devoted to the clarification of legal grounds of agencies’ functioning, which are the part of the State Criminal and Executive Service of Ukraine, are fragmented and have been realized mainly within criminal law and criminology sciences, i.e. outside administrative law science. The feasibility of conducting a thorough research of the role and place of the penal inspection in the system of agencies of the State Criminal and Executive Service of Ukraine is due, in particular, by the need to increase the role of punishment, alternatives to imprisonment, upgrading existing nowadays the mechanism of organizing the work on re-socialization and rehabilitation of a criminal in terms of crime prevention and reducing the level of recidivism. The place and purpose of the penal inspection in the system of agencies of the State Criminal and Executive Service of Ukraine are determined. The structure of the Department of penal inspection and social and psychosocial work with prisoners is found out; authorities of its divisions are revealed. It is concluded that creation of legal and logistical conditions for reforming the penal inspection into probation service, development of an effective system of training personnel for probation service has an important meaning. The practical significance of the paper is that obtained results can be used to improve the efficiency of penal inspection of Ukraine, making it correspondent to modern European standards.Определено место и значение уголовно-исполнительной инспекции в системе органов Государственной уголовно-исполнительной службы Украины. Выяснена структура Департамента уголовно-исполнительной инспекции и социально-психологической работы с осуждёнными; раскрыты полномочия его подразделений.
