Шляхами забезпечення права на повагу до людської гідності й права на свободу та особисту недоторканність в адміністративній діяльності Національної поліції України визнано: впровадження у діяльність Національної поліції процедур і нормативних актів, які унеможливлюють здійснення свавільних арештів і затримань громадян; здійснення заходів під час охорони мирних зібрань з метою забезпечення права громадян на свободу слова, вираження поглядів і переконань; запровадження спеціального навчання персоналу задля забезпечення взаємодії з громадянами на високих етичних засадах, у межах коректності та недопущення застосування насильства чи інших негативних дій щодо членів суспільства; суворе регламентування й законодавче унормування випадків застосування поліцією сили та фізичного примусу тощо.The article deals with the problem of ensuring the right to respect for human dignity and the right to freedom and personal security in the administrative activity of the National Police of Ukraine. At the present stage of the development of the administrative and legal system of Ukraine, the leading function of the police is revealed in the context of promoting a favorable and fair social environment, in which the rights and responsibilities of individuals, social groups, and communities are harmoniously balanced. It is proved that the right to respect for human dignity affects the most profound spheres of the human personality since the level of its presence in society determines the life sense of the person, the importance of its existence for himself and others. The dignity of each person is defined as the main guideline of the National Police, as the totality of capacious moral-spiritual, world-view, personal and professional qualities and characteristics of a person, which create the grounds for self-respect and awareness of its social value. Based on the analysis of normative documents on human rights and freedoms, it is determined that the right to respect for human dignity in the work of the National Police is often combined with the right to freedom and personal security since these rights have a common nature and common mechanisms of realization, that consist in the keeping the personal safety limits by police, both in moral and physical sphere, The author argues that police activity is the most visible manifestation of the public authority responsible for public safety based on a profound respect for human rights. Accordingly, the police must protect human rights, especially those that are necessary for free expression of public activity in a democratic society. Ways of ensuring the right to respect for human dignity and the right to freedom and personal security in the administrative activity of the National Police of Ukraine are the follows: implementation of procedures and regulations in the National Police activities that prevent the arbitrary arrests and detentions of citizens, protect the detainees and torturers handling; taking steps during the protection of peaceful assembly to ensure the right of citizens to freedom of opinion and expression. It is emphasized that special training should be introduced in police units to ensure the interaction with citizens on a high ethical basis, which the police officer must keep in all circumstances and relation to any person, both during working hours and in spare time. A police officer must be correct and not allow violence or other negative action against the public members, be reserved, friendly, open, attentive, and polite, inspire respect to the police and collaborative approach. Cases of police use force and physical coercion must be strictly regulated and legally regulated.Раскрыты содержание и пути реализации права на уважение человеческого достоинства и права на свободу и личную неприкосновенность в деятельности Национальной полиции Украины. Путями обеспечения права на уважение человеческого достоинства и права на свободу и личную неприкосновенность в административной деятельности Национальной полиции Украины признано: внедрение в деятельность Национальной полиции процедур и нормативных актов, исключающих осуществление произвольных арестов и задержаний граждан; осуществление мер при охране мирных собраний с целью обеспечения права граждан на свободу слова, выражения взглядов и убеждений; введение специального обучения персонала для обеспечения взаимодействия с гражданами на высоких нравственных началах, в рамках корректности и недопущения применения насилия или других негативных действий в отношении членов общества; строгое регламентирование и законодательное нормирование случаев применения полицией силы и физического принуждения.ukДержавне адміністративне управління.
