Розкрито методологічні засади забезпечення дисципліни та законності в Національній поліції. Визначено зміст та структуру адміністративно-правового статусу керівника органу Національної поліції як суб’єкта забезпечення дисципліни та законності. На основі узагальнення зарубіжного досвіду відповідної діяльності керівників поліції надано пропозиції щодо удосконалення цього статусу, розвитку адміністративного законодавства, яке його регулює.The thesis is devoted to defining the essence and disclosing the peculiarities of the administrative and legal status of the head of the National Police as a subject of ensuring discipline and legality, and also to developing conceptual foundations, proposals and recommendations aimed at improving the provisions of current administrative legislation in the relevant area. The methodological foundations of ensuring discipline and legality in the National Police have been determined. The concept of ensuring discipline and legality in the National Police is proposed and the meaning of ensuring discipline and legality has been defined. The place and peculiarities of the head of the National Police in the system of subjects of ensuring discipline and legality have been determined. The author has characterised the legal framework for ensuring discipline and legality in the National Police and has determined the place of administrative and legal regulation among them. The author has determined the content and structure of the administrative and legal status of the head of a National Police as a subject of ensuring discipline and legality. The elements of the administrative and legal status of the head of the National Police as a subject of ensuring discipline and legality have been analysed. The tasks and functions of the head of the National Police as a subject of ensuring discipline and lawfulness have been determined. The competence and powers of the head of the National Police as a subject of ensuring discipline and legality have been examined. The peculiarities of legal responsibility of the head of the National Police as a subject of ensuring discipline and lawfulness have been revealed. Proposals has been provided to improve the administrative and legal status of the head of a National Police as a subject of ensuring discipline and lawfulness. The author has summarised the foreign experience of the police chief in ensuring discipline and legality and the possibility of its use in Ukraine.
