Анотація
Розглянуто основні етапи становлення злочинних спільнот. Запропоновано власну періодизацію та надано стислу характеристику кожному історичному періоду. Підкреслено, що розвиток злочинних спільнот (в їх сучасному розумінні) відбувався поетапно, на кожному етапі злочинні спільноти набували певних ознак (актуальних у сучасних умовах), якісні та кількісні зміни відбувалися та мали різний ступінь інтенсифікації залежно від політичних, соціально-економічних умов, наявності державної політики, спрямованої на протидію їх впливу, а також ефективності
державних заходів щодо виявлення та знешкодження суб’єктів злочинного впливу.
The article deals with the main stages of formation of criminal communities. Own periodization is offered and a brief description of each historical period is given. There are eleven stages (from the end of the XVIII century to the modern period), each of which is characterized by certain features: the separation of groups of persons, the commission of socially dangerous acts in the form of industry; formation of criminal ideology; distribution of “territories of influence”; creation of “thieves’ cash registers”; systematization of criminal jargon and system of stigmatization – tattoos; drafting a code of certain rules – “thieves’ law”; separation of “thieves in law” as the status of the highest criminal hierarchy; infiltration of the ideology of criminal communities into society; the spread of criminal influence on social relations; integration of criminal communities into financialindustrial groups and power-management structures; the spread of criminal influence on individual members of political forces; covert management of social and economic processes in certain regions; creation of parallel management structures that assume functions similar to the state. It is concluded that the development of criminal communities (in their modern sense) took place in stages, in each of them criminal communities acquired certain features (relevant in modern conditions), qualitative and quantitative changes have taken place and have had varying degrees of intensification depending on political, socio-economic conditions, the existence of public policy aimed at combating their influence, as well as the effectiveness of state measures to identify and neutralize the subjects of criminal influence.
Рассмотрены основные этапы становления преступных сообществ. Предложена собственная периодизация и дана краткая характеристика каждому историческому периоду. Подчеркнуто, что развитие преступных сообществ (в их современном понимании) происходило поэтапно, на каждом этапе преступные сообщества приобретали определенные признаки (актуальные в современных условиях), качественные и количественные изменения происходили и имели разную степень интенсификации в зависимости от политических, социально-экономических условий, наличия государственной политики, направленной на противодействие их влиянию, а также эффективности государственных мер по выявлению и обезвреживанию субъектов преступного воздействия.
