Анотація
Проаналізовано повноваження поліцейських груп реагування на випадки домашнього
насильства. Запропоновано алгоритм дій означених поліцейських під час
реагування на випадки злочинів на сімейно-побутовому грунті, який заснований на стандартах Європейського Союзу.
Окремо розкрито нормативно-правове регулювання діяльності поліцейських груп реагування на
випадки домашнього насильства. Звернуто увагу на відповідність правових норм у означеній сфері
зобов’язанням України відповідно до укладених міжнародних угод.
The article is devoted to important aspects of the work of police domestic violence response teams in Ukraine. The author briefly analyzes the prerequisites for the creation of this paper. The article analyzed the powers of police domestic violence response teams. These powers include the following: identifying and responding to domestic violence in a timely manner; acceptance and consideration of applications and notifications; informing victims about their rights, activities and social services they can use; making urgent prohibition injunctions against offenders; taking preventive accounting of offenders and carrying out preventive work with them; control over the implementation of special measures to combat domestic violence by offenders; revocation of permits for the right to purchase, store, carry weapons and ammunition to their owners in case of domestic violence, as well as seizure of weapons and ammunition in accordance with the procedure established by law; interaction with other entities; reporting. The author proposed a step-by-step algorithm of actions of these police officers when responding to cases of crimes on family and household soil, which is based on EU standards. The regulation of police response teams to cases of domestic violence has been separately discussed. Attention is paid to the compliance of legal norms in this area with Ukraine's obligations in accordance with the concluded international agreements. The tactics, features and requirements for receiving a police response team for domestic violence from a person who has suffered from domestic violence or who is at risk of committing it are analyzed. The author reveals the peculiarities of the work of the police response team to cases of domestic violence with persons suspected of committing this group of crimes.
В статье проанализированы полномочия полицейских групп реагирования на домашнее насилие. Автором предложен пошаговый алгоритм действий этих сотрудников полиции при реагировании на случаи преступлений на семейно-бытовой почве, который основан на стандартах Европейського Союза. Отдельно было раскрыто нормативное регулирование деятельности групп реагирования полиции на случаи насилия в семье. Уделено внимание соответствию правовых норм в этой сфере обязательствам Украины в соответствии с заключенными международными соглашениями.
