Анотація
Обґрунтовано необхідність вдосконалення адміністративних процедур здійснення контролю за якістю вищої освіти. Розглянуто питання, пов’язані з ліцензування освітньої діяльності. Опрацьовано напрямки покращення процедури акредитації.
The necessity of introduction of obligatory examination in the order of licensing of educational activity of an institution of higher education is proved, which not only introduces some peculiarity in the licensing procedure, but fundamentally changes its mechanism. It is noted that in accordance with the current License Conditions for educational activities, approved by the Resolution of the Cabinet of Ministers of Ukraine “On approval of the License conditions for educational activities” from 30.12. 2015 № 1187, licensing in the fi eld of higher education is carried out in the relevant specialty, and there are no requirements for certain educational programs in this legal act. However, at the same time, the Appendices to the Licensing Conditions contain a number of forms in which it is necessary to indicate data on curricula, work program for each discipline of the curriculum. Providing such data only complicates and complicates the licensing procedure. After all, verifi cation of this information is not necessary to determine the level of compliance with licensing requirements. The necessity to use foreign experience, in particular Germany, is substantiated, in which as one of the stages the implementation of accreditation results in the practical activity of a higher education institution is envisaged. That is, according to the results of the inspection, the experts note not only the shortcomings, but also the achievements of the higher education institution in comparison with the results of the previous examination. As for the shortcomings, the subject of examination does not simply record them in the conclusion, but provides the management of the higher education institution, its structural unit with some support, assistance in eliminating these shortcomings.
Обоснована необходимость совершенствования административных процедур контроля качества высшего образования. Рассмотрены вопросы, связанные с лицензированием образовательной деятельности. Проработаны направления улучшения процедуры аккредитации.
