dc.description.abstractСформовано комплексне бачення правових засад забезпечення місцевими державними адміністраціями територіальної оборони в Україні. Розглянуто сутність адміністративно-правового регулювання крізь призму його співвідношення з морально-етичним регулюванням та взаємозв’язків з релігією. Проаналізовано правові засади забезпечення місцевими державними адміністраціями територіальної оборони в Україні на рівні Конституції України, на міжнародному рівні правових засад, на рівні законів України та підзаконних нормативноправових актів.
dc.description.abstractThe article emphasizes that legal regulation has a general educational impact on society, it is inseparable from the moral and ethical foundations of society, in particular, we would like to emphasize the close relationship with the phenomenon of honor. Legal regulation has long had close relationships with religion, the relationship of man to pious beings It is emphasized that administrative-legal regulation serves as the organizational-management basis for the successful implementation of any process of a public-legal nature of the norm, ensures the efficiency and effectiveness of a specific administrative form, method and procedure. It was determined that the fundamental principles, inviolable foundations of ensuring the territorial defense of Ukraine are defined at the level of the Constitution of Ukraine; at the international level of legal frameworks, attention was paid to the provisions of the European Convention on Human Rights and the Convention on the Protection of the Civilian Population in Time of War; provisions of domestic legislation were analyzed, in particular the Law of Ukraine "On the Foundations of National Resistance", the Law of Ukraine "On National Security of Ukraine", the Law of Ukraine "On the Defense of Ukraine", the Law of Ukraine "On Military Duty and Military Service", the Law of Ukraine "On Social and legal protection of military personnel and members of their families", the Law of Ukraine "On mobilization training and mobilization", the Law of Ukraine "On the legal regime of martial law"; the decrees of the President of Ukraine approving the Strategic Defense Bulletin of Ukraine and the National Security Strategy of Ukraine, resolutions of the Cabinet of Ministers of Ukraine were analyzed at the level of subordinate legal acts; at the grassroots level, the orders of the head of the Khmelnytskyi regional military administration in the area of territorial defense were analyzed.

Рассмотрена сущность административно-правового регулирования через призму его соотношения с морально-нравственным регулированием и взаимосвязей с религией. Проанализированы правовые основы обеспечения местными государственными администрациями территориальной обороны в Украине на уровне Конституции Украины, на международном уровне правовых основ, на уровне законов Украины и подзаконных нормативно-правовых актов.
