Сутність та особливості Генерального штаба Збройних Сил України як суб’єкта військового управління з планування оборони держави

Abstract

У статті доведено, що адміністративне планування, яке лежить в основі осмислення сутності та особливостей Генерального штаба ЗСУ як суб’єкта військового управління з планування оборони держави, являє собою особливий різновид діяльності органів публічної влади, підприємств, установ та організацій, спрямований на визначення в процесі управління стратегічних, тактичних та оперативних можливостей впливу на окрему категорію суспільних відносин, формування комплексного бачення її поточного стану, перспектив розвитку, наявних і потенційно можливих проблем як об’єкту адміністративно-правового впливу, а також коригування на основі такого бачення взаємодії з іншими зацікавленими суб’єктами, цільовими групами, клієнтами та громадськістю в широкому її розумінні. Звернено увагу на таку особливість Генерального штаба ЗСУ як суб’єкта військового управління з планування оборони держави, як багатоплановість його регулюючого впливу в межах системи публічного управління в державі. Багатоплановість регулюючого впливу Генерального штаба ЗСУ в межах системи публічного управління в державі полягає в спрямуванні ним цілої низки суспільних відносин, які пов’язані як воєнною організацією держави, так і з публічним управлінням на загальнодержавному, регіональному та місцевому рівнях. Зазначено, що ще однією особливістю Генерального штабу ЗСУ як суб’єкта військового управління з планування оборони держави є функціонування у межах єдиного сектору безпеки та оборони. Як суб’єкт військового управління з планування оборони держави Генеральний штаб ЗСУ відіграє важливу спрямовуючу функцію у процесі забезпечення національної безпеки, координації діяльності сил оборони, розробки стратегічних документів, що пов’язані з національною безпекою, воєнною безпекою та кібербезпекою.The article proves that administrative planning, which underlies the understanding of the essence and features of the General Staff of the Armed Forces of Ukraine as a subject of military management for planning the state's defense, is a special type of activity of public authorities, enterprises, institutions and organizations aimed at determining in the management process strategic, tactical and operational opportunities for influencing a separate category of social relations, forming a comprehensive vision of its current state, development prospects, existing and potentially possible problems as an object of administrative and legal influence, as well as adjusting based on such a vision of interaction with other interested entities, target groups, clients and the public in its broad sense. Attention is drawn to such a feature of the General Staff of the Armed Forces of Ukraine as a subject of military management for planning the state's defense, as the multifacetedness of its regulatory influence within the framework of the public administration system in the state. The multifaceted regulatory influence of the General Staff of the Armed Forces of Ukraine within the framework of the public administration system in the state consists in its direction of a whole range of public relations, which are related to both the military organization of the state and public administration at the national, regional and local levels. It is noted that another feature of the General Staff of the Armed Forces of Ukraine as a subject of the military management for planning the state's defense is its functioning within a single security and defense sector. As a subject of the military management for planning the state's defense, the General Staff of the Armed Forces of Ukraine plays an important guiding function in the process of ensuring national security, coordinating the activities of the defense forces, and developing strategic documents related to national security, military security and cybersecurity.
