Професійна підготовка правоохоронців у контексті системного підходу

Abstract

Розглядається процес професійної підготовки правоохоронців як соціальна інституція, розвиток і функціонування якої обумовлені усіма чинниками й умовами існування суспільства в цілому: економічними, політичними, соціальними, культурними й іншими У контексті теорії Акоффа й Емері, професійну підготовку правоохоронців розглянуто як цілеспрямовану систему, тобто таку, що «переслідує одну і ту ж ціль, змінюючи свою поведінку при зміні зовнішніх умов; а також таку, що може змінювати свої завдання й у постійних зовнішніх умовах, тобто сама обирає й завдання, і засоби їхнього виконання». Особливість цілеспрямованої системи полягає в тому, що вона завжди досягає цілей і саме це робить її функціонування успішним. Важливими наслідками цілеспрямованості є наявність у системи таких її властивостей, як активність, динамічність, самоорганізація, самовідтворення.

In the context of Ackoff and Emery theory, the law enforcers’ training is considered as a purposeful system. The peculiarity of a purposeful system is that it always achieves its goals and this is what makes its operation successful. Important consequences of purposefulness are the presence in the system of its characteristics, such as activity, dynamism, self-organization and self-reproduction. The psychological support of the professional training process opens the prospects for improving the quality of law enforcers training on the basis of the idea of self-worth of the personality of the future specialist and personality-oriented approaches by establishing a feedback link between training and law enforcement practice, expanding the purpose-setting basis, specifying the training goals, activating of the training process. At the same time, the objectives of law enforcers training acquire special facilities and guidelines: the formation of an active and creative person capable of long-term development and improvement in the process of formation of professional competence. The meaning of organization of the psychological support of the professional training process is to create conditions for the formation of cadets' experience of independent decision of cognitive, communicative, organizational, moral and other problems that are not formed sufficiently in the context of modern content of education. The capacity of the system of professional training for change is largely determined by the approach to setting goals, selecting content, organizing the educational process, assessing the results achieved. The result of the professional training system is a specialist, which can also be presented as a purposeful system. On the other hand, the state and the law-enforcement system are always linked together as Siamese twins: when the state changes - automatically changes are transmitted to the goals and means of the law-enforcement system, and, accordingly, the introduction of professional training of specialists. The uncertainty of the goals generates the uncertainty of the paths to them.

Процесс профессиональной подготовки правоохранителей рассмотрен в разрезе социального института. Его развитие и функционирование обусловлены всеми факторами и условиями существования общества в целом: экономическими, политическими, социальными, культурными и другими. В контексте теории Акоффа и Эмери профессиональную подготовку правоохранителей рассмотрено как целенаправленную систему, что «преследует одну и ту же цель, изменяя свое поведение при изменении внешних условий; а также такую, что может менять свои задачи и в постоянных внешних условиях, то есть сама выбирает и задачи, и средства их выполнения». Особенность целенаправленной системы заключается в том, что она всегда достигает целей и именно это делает ее функционирование успешным. Важными последствиями целеустремленности является наличие у системы таких свойств, как активность, динамичность, самоорганизация, самовоспроизведение.
