dc.description.abstractМетою статті є надання характеристики сучасного стану матеріально-фінансового забезпечення діяльності територіальних управлінь Державного бюро розслідувань, виявлення проблемних аспектів та розробка рекомендацій щодо їхнього вирішення. Узагальнено, що наразі матеріально-фінансове забезпечення територіальних управлінь ДБР (а саме його адміністративно-правові засади), має певні прогалини і потребує певних удосконалень, зокрема слід звернути увагу на наступне: необхідно сформулювати і закріпити основоположні принципи та пріоритети матеріально-фінансового забезпечення територіальних управлінь ДБР, а також гарантії, якими забезпечуватиметься реальна реалізація цих принципів і пріоритетів; оптимізація штатних розписів територіальних управлінь та впровадження ефективних форм і засобів відзначення професійних досягнень і здобутків працівників; розробка положень про порядок отримання, використання, зберігання і списання матеріальних цінностей у територіальних управліннях ДБР. Запровадження цього порядку необхідне для підвищення якості та ефективності контролю за законністю отримання, руху і витрачання матеріальних і фінансових ресурсів територіальними управліннями ДБР.
dc.description.abstractProblem statement. One of the key components of the successful functioning of the State Bureau of Investigation (SBI) is the adequate material and financial support of its territorial departments. In the context of constant changes in the legislative framework, increasing volumes of work, and the need to improve operational and investigative activities, ensuring that territorial departments have sufficient financial resources and material-technical means becomes a priority task. Currently, the lack of proper funding and insufficient material and technical support can significantly affect the effectiveness of investigations, the promptness of responding to crimes, and overall the performance of the SBI. The importance of solving this problem is emphasized by the necessity to ensure the rule of law, combat corruption, and protect citizens' rights. The purpose of this article is to provide a characterization of the current state of material and financial support for the activities of the territorial departments of the State Bureau of Investigation, identify problematic aspects, and develop recommendations for their resolution. Among the methods used are expert surveys in the field of financing state bodies, resource management, and law enforcement activities to obtain professional assessments and recommendations for improving material and financial support; document analysis to study legislative acts, financial reports, regulatory documents, internal instructions, and other official documents that regulate the material and financial support of the SBI's activities. Results. It is summarized that currently, the material and financial support of the territorial departments of the SBI (particularly its administrative and legal framework) has certain gaps and requires certain improvements, including attention to the following: it is necessary to formulate and consolidate the fundamental principles and priorities of material and financial support for the territorial departments of the SBI, as well as the guarantees that will ensure the real implementation of these principles and priorities; optimization of staffing schedules of the territorial departments and the implementation of effective forms and means of recognizing professional achievements and accomplishments of employees; development of provisions on the procedure for receiving, using, storing, and writing off material assets in the territorial departments of the SBI. The implementation of this procedure is necessary to improve the quality and efficiency of control over the legality of receiving, moving, and spending material and financial resources by the territorial departments of the SBI. Conclusions. It is substantiated that currently, the mechanism of material and financial support for the territorial departments of the SBI, which is an important component of the administrative and legal support of these entities, is still at the formation stage, and a whole range of aspects of the investigated support needs improvement. These aspects concern both the stability of providing material and financial resources and their adequacy to the real existing needs and conditions of these entities' activities, as well as the legality, efficiency, and rationality of using these resources. Special attention should be paid to the role of material and financial support in the system of motivation and encouragement of the service-labor activities of the personnel of the territorial departments of the SBI.
dc.description.abstractЦелью статьи является предоставление характеристики современного состояния материально-финансового обеспечения деятельности территориальных управлений Государственного бюро расследований, выявление проблемных аспектов и разработка рекомендаций по их решению. Обобщено, что материально-финансовое обеспечение территориальных управлений ГБР (а именно его административно-правовые основы), имеет определенные пробелы и требует определенных усовершенствований, в частности следует обратить внимание на следующее: необходимо сформулировать и закрепить основополагающие принципы и приоритеты материально-финансового обеспечения территориальных ГБР, а также гарантии, которыми будет обеспечиваться реальная реализация этих принципов и приоритетов; оптимизация штатных росписей территориальных управлений и внедрение эффективных форм и средств награждения профессиональных достижений и достижений работников; разработка положений о порядке получения, использования, хранения и списания материальных ценностей в территориальных управлениях ГБР. Введение этого порядка необходимо для повышения качества и эффективности контроля за законностью получения, движения и расходования материальных и финансовых ресурсов по территориальным управлениям ГБР.
