Сутність та значення професійної підготовки працівників Національної поліції України

Abstract

Розкрито сутність та значення професійної підготовки працівників Національної поліції України. Визначено, що служба в поліції є широкою сферою службово-трудової діяльності, яка відрізняється не тільки специфікою виконуваних поліцейськими функцій, але й обмеженнями, пов’язаними із їх професійною діяльністю, а також завданнями, які вони реалізують у галузі забезпечення та захисту прав і свобод людини і громадянина на території України, боротьби зі злочинністю, а також виявлення та припинення будь-яких інших протиправних посягань на громадську безпеку та правопорядок. Зважаючи на це, професійна підготовка поліцейських – це комплексний процес, який включає особливі (адаптовані до майбутніх умов професійної діяльності) заходи, засоби та способи навчання, виховання та розвитку поліцейських, що забезпечує набуття ними теоретико-практичних, фізичних, ментальних та інших знань, навичок та вмінь для ефективної та законної реалізації ними службово-трудових функцій, обумовлених законодавчо визначеними завданнями Національної поліції України.The relevance of the article lies in the fact that the activity of any enterprise, institution, organization of all forms of ownership directly depends on how well, efficiently and productively their employees will perform their duties. However, it should be noted that the work itself can be both effective and destructive, which directly depends on the level of professional knowledge, abilities and skills possessed by a specific person. This issue is particularly acute in today's conditions in the activities of law enforcement agencies, among which an important and independent place is assigned to the National Police of Ukraine. After all, incorrect and/or illegal actions of police officers can negatively affect the provision and protection of legal rights, freedoms and interests of a person and citizen, in particular, as well as the state of compliance with the regime of law and order in the state as a whole. One of the key ways to solve this problem, as seen, is the formation of a professional core of the police at the expense of professional training of police officers. The purpose of the article is to reveal the essence and significance of the professional training of the National Police of Ukraine. It was determined that the service in the police is a broad field of service and labor activity, which differs not only in the specifics of the functions performed by the police, but also in the limitations associated with their professional activities, as well as the tasks they implement in the field of ensuring and protecting rights and freedoms person and citizen on the territory of Ukraine, fighting crime, as well as detecting and stopping any other illegal encroachments on public safety and law and order. Considering this, the professional training of police officers is a complex process that includes special measures (adapted to the future conditions of professional activity), means and methods of training, education and development of police officers, which ensures their acquisition of theoretical and practical, physical, mental and other knowledge, skills and abilities for the effective and legal implementation of their official and labor functions, determined by the legally defined tasks of the National Police of Ukraine. It was determined that the professionalism of each individual police officer is a kind of guarantee, which ensures the ability to perform his official tasks with the help of legally defined tools, which are based exclusively on the provisions of the Constitution of Ukraine, as well as a number of legislative and by-laws, and do not allow any "arbitrariness" from the side law enforcement officer Therefore, it is quite logical that a police officer with a low level of professional training is not able to properly perform the duties assigned to him, as well as to quickly adapt to the challenges and threats associated with the implementation of the law enforcement function of the state.Раскрыта сущность и значение профессиональной подготовки работников Национальной полиции Украины. Определено, что служба в полиции является широкой сферой служебно-трудовой деятельности, отличающейся не только спецификой выполняемых полицейскими функциями, но и ограничениями, связанными с их профессиональной деятельностью, а также задачами, которые они реализуют в области обеспечения и защиты прав и свобод человека и гражданина на территории Украины, борьбы с преступностью, а также выявление и пресечение каких-либо других противоправных посягательств на общественную безопасность и правопорядок. Профессиональная подготовка полицейских – это комплексный процесс, включающий особые (адаптированные к будущим условиям профессиональной деятельности) мероприятия, средства и способы обучения, воспитания и развития полицейских, обеспечивающий приобретение ими теоретико-практических, физических, ментальных и других знаний, навыков и умений для эффективной и законной реализации служебно-трудовых функций, обусловленных законодательно определенными задачами Национальной полиции Украины.
