До питання протидії порушенням митних правил Державною митною службою України

Abstract

У статті наголошено на тому, що питання протидії порушенням митних правил набуває, з одного боку, надзвичайної важливості в умовах воєнного стану, а з іншого – глибокого змісту та багатоаспектної природи, розуміння якої та врахування у наукових розробках та управлінських рішеннях постає основою подальшого розвитку держави. Зазначено, що процес протидії порушенням митних правил є доволі багатоаспектним та вимагає комплексної міжвідомчої співпраці, взаємодії з громадськістю, широкого використання технічних та цифрових рішень, а також набуття та вдосконалення працівниками митних органів на постійній основі знань, навичок, у тому числі соціальних, а також морально-етичних якостей. Осмислити основи даного процесу допомагає виокремлення певних відносно самостійних організаційно-управлінських напрямків реалізації протидії порушенням митних правил. Охарактеризовано сутність освітнього, антикорупційного, аналітичного, соціального та стратегічного напрямків протидії порушенням митних правил.

The article emphasizes that the issue of combating violations of customs rules acquires, on the one hand, extreme importance in the conditions of martial law, and on the other hand, a deep meaning and multifaceted nature, the understanding of which and consideration in scientific developments and management decisions becomes the basis for the further development of the state. It is noted that the process of combating violations of customs rules is quite multifaceted and requires complex interdepartmental cooperation, interaction with the public, wide use of technical and digital solutions, as well as acquisition and improvement by employees of customs authorities on a permanent basis of knowledge, skills, including social, as well as moral and ethical qualities. To understand the basics of this process, it helps to highlight certain relatively independent organizational and management directions for the implementation of countermeasures against violations of customs rules. It has been established that it is appropriate to attribute the directions of combating violations of customs rules to educational, within the scope of which trainings, courses, symposia aimed at employees of customs authorities are able to maintain the proper professional level of the latter, provided there are material and non-material incentives; the anti-corruption direction, within which the need to update the Anti-Corruption Program of the State Customs Service of Ukraine is emphasized; analytical direction, which is considered through the prism of situational analysis of crime prevention; social direction, which is closely related to the material, technical and financial support of customs authorities, taking into account issues of health protection of employees of customs authorities during the implementation of state policy in the customs sphere, creating an effective system of sanatorium-resort treatment and rehabilitation of employees of customs authorities and members their families; a strategic direction that finds its embodiment in the development of such fundamental documents as the National Income Strategy for 2024-2030.

В статье отмечено, что вопрос противодействия нарушениям таможенных правил приобретает, с одной стороны, чрезвычайную важность в условиях военного положения, а с другой – глубокого содержания и многоаспектной природы, понимание которой и учет в научных разработках и управленческих решениях является основой дальнейшего развития государства. Подчеркнуто, что процесс противодействия нарушениям таможенных правил является достаточно многоаспектным и требует комплексного межведомственного сотрудничества, взаимодействия с общественностью, широкого использования технических и цифровых решений, а также приобретения и совершенствования работниками таможенных органов на постоянной основе знаний, навыков, в том числе социальных, а также морально-нравственных качеств. Осмыслить основы данного процесса помогает выделение определенных относительно самостоятельных организационно-управленческих направлений реализации противодействия нарушениям таможенных правил. Охарактеризована сущность образовательного, антикоррупционного, аналитического, социального и стратегического направлений противодействия нарушению таможенных правил.
