Система суб’єктів організації взаємодії поліції з громадськістю в умовах воєнного стану

Abstract

У статті наголошено на тому, що в ході аналізу процесу взаємодії поліції з громадськістю важливим є виокремлення тих основних суб’єктів, які приводять цей процес у рух, підтримуючи його системність та різноплановість, а також його динамічний розвиток. Зазначено, що під суб’єктами організації взаємодії поліції з громадськістю доречно розуміти органи публічної влади (посадових осіб) та інститути громадянського суспільства, які є незалежними та політично неупередженими та спрямовують свою суспільно-корисну та законну діяльність на надання послуг населенню із широким та взаємовигідним залученням до такої діяльності представників поліції та громадськості на засадах партнерства.

The article emphasizes that during the analysis of the process of police interaction with the public, it is important to single out those main subjects that set this process in motion, supporting its systematicity and diversity, as well as its dynamic development. It is noted that under the subjects of the organization of police interaction with the public, it is appropriate to understand public authorities (officials) and institutions of civil society, which are independent and politically impartial and direct their socially useful and legal activities to the provision of services to the population with broad and mutually beneficial involvement to such activities of police and public representatives on the basis of partnership. The circle of such subjects should include: the President of Ukraine, who acts as a guarantor of national resistance, ensuring the state’s defense capability and implementing a strategic course for the return of all temporarily occupied territories of Ukraine; Verkhovna Rada of Ukraine; Cabinet of Ministers of Ukraine; Ministry of Internal Affairs of Ukraine; bodies and units of the police; military administrations of settlements; foreign experts and representatives of international organizations who provide a politically unbiased assessment of the activities of both police bodies and units, as well as the public, formed on the basis of an analysis of the experience of various countries of the world; mass media, which form an information environment, within which information about planned and conducted measures of interaction between the police and the public is highlighted; private actors in the media space (bloggers, opinion leaders in social networks); individual artists and creative unions who, in the course of organizing and holding performances, concerts, exhibitions, touch on various significant issues in the context of police interaction with the public; religious organizations, police chaplains and military chaplains who actively organize meetings with employees and students of higher education institutions, practical police officers and the public; institutions of higher education that regularly organize all-Ukrainian and international scientific and practical conferences, round tables and other events, in the organization and conduct of which representatives of the public and the police are widely involved; scientists and scientific teams (schools); public associations, in particular volunteer and charitable organizations.

В статье отмечено, что в ходе анализа процесса взаимодействия полиции с общественностью важно выделение тех основных субъектов, которые приводят этот процесс в движение, поддерживая его системность и разноплановость, а также его динамичное развитие. Отмечено, что под субъектами организации взаимодействия полиции с общественностью уместно понимать органы публичной власти (должностных лиц) и институты гражданского общества, независимые и политически беспристрастные и направляющие свою общественно-полезную и законную деятельность на предоставление услуг населению с широким и взаимовыгодным привлечением к такой деятельности представителей полиции и общественности на основе партнерства.
