Мета та завдання державної політики у сфері забезпечення економічної безпеки держави під час воєнного стану

Abstract

Сформульовано об’єктивну мету та комплекс завдань державної політики у сфері забезпечення економічної безпеки держави під час воєнного стану. Проаналізовано актуальні нормативно-правові акти в окресленій сфері з урахуванням реалій національної безпеки.The purpose of the article is to formulate the objective goal and set of tasks of state policy in the field of ensuring the economic security of the state during the state of war, which determines the need to analyze the current legal acts in the outlined field, taking into account the realities of national security. The article focuses on the fact that the current state economic strategies, in particular those regulating the provision of its security, do not take into account the current threats that arose as a result of a full-scale invasion of the territory of Ukraine. In connection with this, the author set himself the goal of formulating an objective goal and a set of state policy tasks in the sphere of ensuring the economic security of the state during martial law. Achieving the set goal is ensured by the analysis of current legal acts in the specified area, taking into account the realities of national security. As a result, a study of the purpose of state policy in the field of ensuring the economic security of the state during martial law is presented as follows: supporting and strengthening the European vector of the development of the national economy, including strengthening its key areas, to provide and improve the mechanisms and methods of protection of objects of critical and civil infrastructure. In accordance with the outlined goal, the following tasks of the economic security of the state during the martial law were formulated: creation of conditions for the spread of market competition throughout the country; securing critical and civil infrastructure objects from possible destruction, building new objects taking into account the need to create a system of effective and affordable shelters; revision of territorial principles of agricultural activity and stimulation of farming development; accumulation and increase of economic potential and human resources; improvement and stabilization of the service sector; leveling of internal dangerous factors. Improving the work of law enforcement agencies in the economic sphere; introduction of the concept of people-centeredness through the prism of ensuring the economic well-being of the population; creation of economic autonomy and maximum self-sufficiency of the state in providing key needs of people and the state.Сформулированы объективные цели и комплекс задач государственной политики в сфере обеспечения экономической безопасности государства во время военного положения. Проанализированы актуальные нормативно правовые акты в определенной сфере с учетом реалий национальной безопасности.
