Abstract

Зазначено, що глобальна кібернестабільність переводить поняття «адекватний життєвий рівень» із площини традиційних соціальних гарантій у сферу цифрової доступності, де стабільність зв’язку, конфіденційність персональних даних і неперервність електронних сервісів визначають фактичну можливість реалізувати права, гарантовані Конституцією. Це ставить перед державою два ключові завдання: по-перше, інкорпорувати стандарти кіберстійкості до законодавчого ядра прав людини, а по-друге, створити дієву модель їх захисту.It is noted that global cyber instability translates the concept of "adequate standard of living" from the plane of traditional social guarantees into the sphere of digital accessibility, where the stability of communication, the confidentiality of personal data and the continuity of electronic services determine the actual possibility of realizing the rights guaranteed by the Constitution. This poses two key tasks for the state: first, to incorporate cyber resilience standards into the legislative core of human rights, and second, to create an effective model of their protection.
