dc.description.abstractДосліджено досвід роботи Харківської обласної державної адміністрації з приводу реалізації та дотримання прав дітей. Здійснено моніторинг стану дотримання прав дітей у регіоні та розкрито основні напрямки роботи і завдання служби у справах дітей. Як наслідок, акцентовано увагу на прогалинах та недоліках такої роботи і можливих шляхах їх подолання. За результатами дослідження сформовано пропозиції щодо покращення стану адміністративно-правового захисту прав дитини як на державному, так і на регіональному рівнях.ru_RU.UTF8
dc.description.abstractThe experience of Kharkiv Regional State Administration on the implementation and observance of children rights is studied. Monitoring of the state of keeping children rights in the region is realized; and the main areas of work and tasks of services for children are revealed. As a result, special attention is focused on the gaps and shortcomings of such work and possible ways to overcome them. Problematic area is prevention of social abandonment and support of educational potential of families, which leads to the need to improve the conditions, forms and methods of providing social services to families that occur in difficult situations. It is also established that the national legislation does not clearly divide powers of specifically authorized executive bodies at central and local levels, which sometimes leads to confusion, shifting responsibilities from one body to another or even to formal performance of functions. According to the results of the study the author has formed propositions concerning the areas of improving the state of administrative and legal protection of children rights both at the state and regional levels, namely: the improvement of legislation and expanding the range of subjects, which directly have the powers in the field of keeping and realizing children rights; intensification of the work to enhance the legal awareness of parents and children; organization of training and improving the level of state officials in the field of implementing the measures on keeping children rights in accordance with international standards and requirements; realizing continuous monitoring and generalization of the results to improve the situation in a particular administrative and territorial unit for the implementation and observance of children rights.en
dc.description.abstractИсследован опыт работы Харьковской областной государственной администрации в сфере реализации и защиты прав детей. Осуществлён мониторинг состояния обеспечения прав детей в регионе и раскрыты основные направления деятельности и задачи службы по делам детей. Акцентировано внимание на пробелах в её работе и возможных путях их предотвращения. По результатам исследования сформулированы предложения по улучшению состояния административно-правовой защиты прав ребёнка как на национальном, так и на региональном уровне.ru
