Анотація
Дисертацію присвячено визначенню сутності та особливостей адміністративно-правових засад реалізації державної політики у сфері підприємницької діяльності в Україні, а також виробленню пропозицій та рекомендацій щодо вдосконалення норм чинного адміністративного законодавства у зазначеній сфері. Визначаються методологічні засади реалізації державної політики у сфері підприємницької діяльності в Україні. Характеризується адміністративно-правовий механізм реалізації державної політики у сфері підприємницької діяльності в Україні. Визначаються напрями вдосконалення адміністративно-правових засад реалізації державної політики у сфері підприємницької діяльності в Україні.
The thesis is devoted to defining the essence and disclosing the peculiarities of the administrative and legal framework for implementing the State policy in the field of entrepreneurial activity in Ukraine, as well as to developing conceptual foundations, proposals and recommendations aimed at improving the provisions of current administrative legislation in the relevant area. The methodological foundations of the implementation of the state policy in the field of entrepreneurial activity in Ukraine are determined. The concept and peculiarities of entrepreneurial activity as an object of administrative and legal regulation are studied. The essence and content of the state policy in the sphere of entrepreneurial activity in Ukraine are clarified. The legal basis for the implementation of the state policy in the field of entrepreneurial activity is analysed, and the place of administrative and legal regulation among them is clarified. The author characterises the administrative and legal mechanism of implementation of the State policy in the sphere of entrepreneurial activity in Ukraine. The system of subjects of implementation of the state policy in the sphere of entrepreneurial activity and their administrative powers is determined. The subject matter and limits of implementation of the State policy in the field of entrepreneurial activity are revealed. The author analyses and classifies administrative and legal forms and methods of implementation of the State policy in the field of entrepreneurial activity. It determines directions of improvement of administrative and legal principles of realisation of the State policy in the sphere of entrepreneurial activity in Ukraine. The author studies promising directions of improvement of administrative legislation regulating the implementation of the State policy in the field of entrepreneurial activity in Ukraine; analyses foreign experience of implementation of the State policy in the field of entrepreneurial activity and possibilities of its use in Ukraine; outlines measures to improve the organisational framework for implementation of the State policy in the field of entrepreneurial activity in Ukraine.
