Анотація
Стаття присвячена питанням синтезу підходів розбудови застосування повітряних суден малої
авіації, у тому числі вертольотів в регіональному аспекту на теренах України. Визначено
основні вимоги, що пред’являються до повітряних суден, які допускаються до польотів. Акцентовано
увагу на те, що урядові та неурядові міжнародні організації в межах своєї компетенції реалізують
взаємодію з ІСАО, проводячи в регіони її політику та стандарти, що стосуються діяльності цивільної авіації. Відповідно, зазначені організації здійснюють допомогу в тих питаннях, які виникають у
ході діяльності міжнародної цивільної авіації через особливості того чи іншого регіону.
The article is devoted to the generalization of approaches to the development of the use of small aviation aircraft, including helicopters, in a regional section on the territory of Ukraine. The article defines the main requirements for aircraft that are allowed to fly. Attention is focused on the fact that governmental and nongovernmental international organizations within their competence interact with ISAO, bringing its policy and standards regarding civil aviation activities to the regions. Accordingly, these organizations provide assistance in those issues that arise in the process of international civil aviation due to the peculiarities of one or another region. In the article, taking into account all the mentioned aspects, conditions and factors, an approach to determining the trend of changing reliability indicators of helicopters of various types is proposed, which will make it possible to develop forecasts of the level of reliability of helicopters. aircraft and establish targets to be maintained or improved in order to improve the relevant aviation system. At the same time, the article, based on research results, proves the necessity of creating a modern infrastructure for technical maintenance and safe operation and maintaining the airworthiness of small aircraft. At the same time, in order to expand the popularity of the use of small aircraft, and especially helicopters, the network of helipads should be developed first of all. Among other things, as an integral element of the helicopter ground base, a network of aviation-technical bases for the repair and maintenance of helicopters of all types that will be operated on the territory of Ukraine should also be developed. The article is devoted to the aspects of creating a specialized network of helipads and aviation-technical bases for servicing the types of helicopters that will be operated on the territory of Ukraine, taking into account the analysis of the current state of aviation infrastructure and development prospects. It is suggested that in the future, when forming approaches to the development of the network of helipads and aviation-technical bases, take into account the peculiarities of the regions of Ukraine and rely on regulatory and legal norms not only at the state level, but also at the international level, which will allow further use of the network of helipads and aviation-technical bases bases at the international level. Such an approach is aimed not only at increasing the reliability of aviation equipment, but also at increasing the attractiveness of this type of transport for transporting cargo and passengers.
