Окремі елементи системи суб’єктів реалізації державної політики у сфері забезпечення економічної безпеки держави

Abstract

Виокремлено види безпеки, що в сукупності складають економічну безпеку держави та компетентних суб’єктів, які забезпечують функціонування кожного з видів. Встановлено окремі елементи системи суб’єктів реалізації державної політики у сфері забезпечення економічної безпеки держави (вищі та центральні органи державної влади, органи місцевого самоврядування та інституції громадянського суспільства). Наголошено на необхідності врахування деяких правоохоронних органів як окремих складових елементів даної системи.

The article identifies the types of security, which together constitute the economic security of the state and competent entities that ensure the functioning of each of the types, as a result of which certain elements of the system of subjects of implementation of state policy in the field of ensuring economic security of the state are established (supreme and central government bodies, local authorities local government and civil society institutions), as well as the need to consider some law enforcement x bodies of individual constituent elements of the system. It is emphasized that each administrative unit is different in its own peculiarities, economic capacities, resources and needs. And the effectiveness of the implementation of any state policy, including in the field of economic security of the state, depends on the participation and support of the population of the country. It is determined that, along with the NBU, another authority with a specific status - the Antimonopoly Committee of Ukraine, whose main task is to ensure the balance of economic competition of national economic entities, which directly reflects on the state of the economic situation of the country, plays a significant role in ensuring the economic security of the state, and from the implementation of measures aimed at improving the level of economic security. The security of the economic sector of the state depends not only on the efficiency of production and development of economic relations, it is a broader general sphere, which is influenced by the state of ecology, social progress, social development, and standard of living. It is revealed that, on the one hand, the Parliament is the subject of public policy formation, including in the sphere of economic security, and on the other, within its competence, forms the necessary legal framework for the further implementation of this direction of public policy, and therefore implements the latter in a specific rulemaking direction. It is proved that in the structure of economic security we propose to include the following types of security: industrial; demographic environmental; energy; foreign economic; investment; informational; scientific and technological; food; raw material and resource security; social; technological and financial.

Выделены виды безопасности, в совокупности составляющие экономическую безопасность государства и компетентных субъектов, обеспечивающих функционирование каждого из видов. Установлены отдельные элементы системы субъектов реализации государственной политики в сфере обеспечения экономической безопасности государства (высшие и центральные органы государственной власти, органы местного самоуправления и институты гражданского общества). Отмечена необходимость учета некоторых правоохранительных органов как отдельных составляющих элементов данной системы.
