Анотація
У статті узагальнено наукові підходи щодо класифікації різновидів контролю та нагляду.
Встановлено критерії, на підставі яких виділяються види категорій «контроль» та «нагляд».
Запропоновано авторське бачення щодо класифікації різновидів контролю в сфері фізичної
культури та спорту України. Сформульовано авторський підхід щодо виділення різновидів нагляду в сфері фізичної культури та спорту, який ґрунтується на предметі наглядової діяльності.
It is argued that state control is: first, control activity carried out exclusively by state institutions, that is, state authorities and their officials; secondly, in the aspect of its implementation, measures of state coercion may be actively applied; thirdly, it has a formalized result, i.e., as a result of its implementation, an official document is issued, which defines mandatory prescriptions. It was found that control in the field of physical culture and sports should be divided according to the criterion of the subject of implementation, in particular, into: 1) state control, which includes: a) parliamentary control (committee control and control of the Verkhovna Rada Commissioner for Human Rights ); b) control carried out by executive authorities (control over the quality of services in the field of physical culture and sports; control over the effectiveness of the use of sports facilities); 2) public control: a) activity of public councils under executive authorities; b) control of public organizations in the field of Paralympic and De-Olympic movement. It has been proven that supervision in the field of physical culture and sports should be divided according to the criterion of objectivity of supervision, in connection with which the following are highlighted: 1) supervision in the field of anti-doping activity; 2) anti-corruption supervision over the legality of the work of authorized state organizations and their officials in the field of physical culture and sports.
В статье обобщены научные подходы к классификации разновидностей контроля и надзора. Установлены критерии, на основании которых выделяются виды категорий "контроль" и "надзор". Предложено авторское видение классификации разновидностей контроля в сфере физической культуры и спорта. Сформулирован авторский подход к выделению разновидностей надзора в сфере физической культуры и спорта, основанный на предмете надзорной деятельности.
