Щодо необхідності внесення змін до переліку наукових спеціальностей

Abstract

Проаналізовано концептуальну нормативно-правову базу у сфері інформаційної безпеки. Доведено існування суттєвої юридичної складової у забезпеченні інформаційної безпеки держави. На підставі проведеного аналізу думок учених та положень чинної нормативно-правової бази запропоновано конкретні зміни до чинного Переліку наукових спеціальностей. Запропоновано формулу наукової спеціальності «Інформаційна безпека держави» (юридичні науки).

In the article conceptual grounds of regulatory framework in the field of information security have been analyzed. The existence of substantial legal component in ensuring the State informational security was proven. It is found that until recently, the problems of information security mostly has been a subject of study in technical science, however nowadays it is becomes more and more a multi-paradigm in nature. Therefore it is important to support such multi-disciplinary scientific researches. It was proposed the specific changes to current list of scientific specialties, based of scientific analysis and the current legal base provisions. Particularly, there are needs in group of specialties «National Security» to the branch of sciences, which is used to confer science degrees in specialty 21.05.01 «State information security» to add judicial branch of science. It is proposed the description of such scientific specialty as «State information security» (judicial sciences), which comprise research on problems of legal regulation of information security, including protection of information resources, combating cybercrime, data protection, and law enforcement in the information sphere. Among the areas of presented research it was distinguished the conceptual foundations of information security, organization and tactics of prevention and investigation of cybercrime, criminal proceedings in information security; the role and functions of the State in ensuring of the country information security; the regulation, structure and basic components of information protection against unauthorized access to and information leakage through technical channels in various processing units, etc.

Проанализирована концептуальная нормативно-правовая база в сфере информационной безопасности. Доказано существование важной юридической составляющей в обеспечении информационной безопасности государства. На основании проведённого анализа мнений учёных и положений действующей нормативно-правовой базы предложены конкретные изменения к действующему Перечню научных специальностей. Предложена формула научной специальности «Информационная безопасность государства» (юридические науки).
