dc.description.abstractОпрацьовано перспективні напрями покращення нормативно-правового регулювання службової кар’єри в поліції. Окреслено ключові проблеми у сфері нормативно-правового регулювання службової кар’єри в поліції. Запропоновано напрями розв’язання вказаних проблем. Відзначено, що запропоновані в статті кроки покращення нормативно-правового регулювання службової кар’єри в органах поліції дозволять не тільки якісно вдосконалити процес проходження служби поліцейськими, а й забезпечать їм можливості для подальшого кар’єрного зростання.
dc.description.abstractThe relevance of the article is that the analysis of the current legislation and law enforcement practice allows to state the fact that the regulatory and legal support of a career in the National Police of Ukraine has a number of gaps and shortcomings. In this context, it should be noted that these gaps are available in both general and specific labor legislation. The key way to overcome the gaps is rule-making, as it allows not only to develop new legal sources that will qualitatively regulate the relevant legal relations, but also to improve existing legislation by amending it. The purpose of the article is to work out promising areas for improving the legal regulation of career in the police. The article, based on the analysis of scientific views of scientists and the norms of current legislation, outlines the key problems in the field of legal regulation of career in the police. The directions of the decision of the specified problems are outlined. It is noted that the steps proposed in the article to improve the legal regulation of career in the police will not only qualitatively improve the process of service by police, but also provide them with opportunities for further career growth. It is concluded that the most promising steps to improve the legal regulation of certification of police officers, as an important factor in their careers, are as follows: first, the Instruction on the procedure for attestation of police officers should be revised, in particular in determining the legal status of attestation commissions liability of its members for non-performance and improper performance of their duties; secondly, it is considered expedient to reconsider the significance of certain stages of attestation, in particular the interview, as the possibility of making a decision on dismissal, reduction or non-compliance only on its basis, without taking into account the other two stages, is not fair; third, it is necessary to increase the role of public institutions in the process of attestation of police officers. Thus, summarizing the results of the presented research, it should be noted that our proposed steps to improve the legal regulation of career in the police will not only qualitatively improve the service of police officers, but also provide them with opportunities for further career growth.
dc.description.abstractРазработаны перспективные направления улучшения нормативно-правового регулирования служебной карьеры в полиции. Обозначены ключевые проблемы в сфере нормативно-правового регулирования служебной карьеры в полиции. Предложены направления решения указанных проблем. Отмечено, что предложенные в статье шаги по улучшению нормативно-правового регулирования служебной карьеры в органах полиции позволят не только качественно усовершенствовать процесс прохождения службы полицейскими, но и обеспечат им возможности для дальнейшего карьерного роста.
