dc.description.abstractУ статті, спираючись на аналіз наукових поглядів вчених, охарактеризовано співвідношення категорій «мета» та «завдання», на основі чого акцентовано увагу на їх взаємозв’язку як частини та цілого. На підставі аналізу чинного законодавства України, виділено мету і завдання забезпечення територіальної оборони органами місцевого самоврядування. Виокремлено перелік завдань забезпечення територіальної оборони органами місцевого самоврядування та розкрито зміст та значення кожного з них.
dc.description.abstractIt is emphasized that the goal and task are a part and a whole. The goal is always in the singular and characterizes the predetermined, final result of some process, activity, work, etc., that is, it acts as a logical and desirable completion of a certain function. At the same time, the achievement of the goal occurs sequentially by solving intermediate tasks. Thus, the task is a set of micro-goals that require mandatory resolution and implementation, due to which the ultimate goal is achieved. It has been proven that the purpose of ensuring territorial defense in Ukraine, including by local self-government bodies, is to create favorable conditions for the effective implementation of the system of state-wide, military and special measures carried out in peacetime and in a special period, as well as the operation of the mechanism for managing the forces and means of territorial defense In accordance with the specified goal, the tasks of providing territorial defense include: organization of territorial defense; control in the field of territorial defense; improvement of territorial defense. Attention was focused on the fact that the implementation of measures that make up the content of providing territorial defense requires constant improvement and adaptation to current challenges at the expense of: systematic establishment of international cooperation on issues of formation of territorial defense conditions; systematic interdepartmental cooperation in the specified field at the local and national levels; improvement of material provision and financing of territorial defense and entities involved in the implementation of its measures; improvement of the legal basis of the institute’s functioning; adoption of positive foreign experience in this field.
dc.description.abstractВ статье, опираясь на анализ научных взглядов ученых, охарактеризованы соотношение категорий «цель» и «задания», на основе которых акцентируется внимание на их взаимосвязи как части и целого. На основании анализа действующего законодательства Украины, выделены цели и задачи обеспечения территориальной обороны органами местного самоуправления. Выделен перечень задач обеспечения территориальной обороны органами местного самоуправления и раскрыто содержание и значение каждого из них.
