Аналіз та оцінка сучасного стану місцевих бюджетів в Україні

Abstract

Розкрито сучасний стан місцевих бюджетів України. Проведено аналіз та оцінка формування дохідної частини місцевих бюджетів держави за роками, зокрема розглянуто обсяги доходів місцевих бюджетів України без урахування трансфертів та з урахуванням таких. На основі аналізу бюджетного законодавства України запропоновано впровадження критеріїв оцінки діяльності органів влади та їх використання на кожному етапі розробки й прийняття управлінських рішень, що дозволить запобігти випадкам неефективного та нераціонального використання бюджетних коштів.

The article reveals the current state of local budgets of Ukraine. For this purpose, the analysis and estimation of the formation of the revenue part of the local budgets of the state for the years are carried out, in particular, the volume of revenues of local budgets of Ukraine without taking into account transfers and taking into account such. On the basis of the analysis of the budget legislation of Ukraine, it is proposed to introduce criteria for evaluating the activities of the authorities and their use at each stage of development and adoption of managerial decisions, which will prevent cases of inefficient and inefficient use of budget funds. Local elections, as financial and legal documents, occupy a leading place in the regulatory provision of local government and local self-government bodies. The quality of their development and implementation depends on the effectiveness of the public authorities on the problems of meeting the social needs of the population. Of particular importance is the interdependence of local budgets between themselves and from the state budget, which requires the need to improve the procedure and procedure for calculating budget transfers. The article analyzes the formation of local budgets in the last few years, which shows an increase in the volume of their powers, which testify to the development of the Ukrainian economy, even in conditions of aggression against the Ukraine by the Russian Federation and the effectiveness of decentralization of power that is being implemented in Ukraine. Improvement of the mechanism of forming local budget revenues is impossible without changing legal approaches to organizing the budget process, first of all, the introduction of medium-term income planning and the transition from the full form of retention of budget institutions to the formation of medium-term targeted programs, in which budget funds are allocated for a specific purpose.
