Теоретичні та практичні аспекти інформаційного забезпечення розробки та прийняття управлінських рішень у сучасній адміністративній діяльностіoрганів внутрішніх справ

Abstract

Проаналізовано наукову і довідкову літературу та норми чинного законодавства щодо визначення поняття, змісту та видів інформаційного забезпечення розробки та прийняття управлінських рішень у сучасній адміністративній діяльності органів внутрішніх справ. Зосереджено увагу на дослідженні окремих напрямів удосконалення інформаційного забезпечення адміністративної діяльності органів внутрішніх справ.Scientific researches, reference literature and also norms of current legislation concerning determination of a concept, content and types of dataware relative to the development and making of managerial decisions while modern administrative activity of police are analyzed in the article. The author determined that dataware of development and making of managerial decisions while administrative activity of police is the scope of actions: obtainment, processing, usage, sharing and preservation of documentary or public information, to meet the needs in information. The fact is proved that all the relevant data of police in terms of which dataware of development and making of managerial decision is conducted can be combined in such groups as: operative information, analytical information, directive and planning (department) information, statistical information, administrative information, mass information and legal information. Special attention was paid to the research of questions, which are related to the determination of stages content of dataware in this sphere. An analysis of scientific literature allows distinguishing preparatory and basic stage. Preparatory stage includes: primary data holding; collection of primary data; preservation of primary data. Communication lines – channels of communication, which are used for receiving of information are essential while this stage. Basic stage includes: processing of information, execution and duplication of total information, information transfer to the interested persons. Explanation of managerial decisions to the executors, analysis of interpretation of managerial decisions by the executors, conducting of operative control and making of interim conclusions concerning execution of decisions, introducing of new reserves and means, total estimation of results regarding realization of decisions and reached level of changes are guaranteed while basic stage.Проанализирована научная и справочная литература, нормы действующего законодательства относительно определения понятия, содержания и видов информационного обеспечения разработки и принятия управленческих решений в современной административной деятельности органов внутренних дел. Сконцентрировано внимание на исследовании отдельных направлений совершенствования информационного обеспечения административной деятельности органов внутренних дел.
