Анотація
Розглянуто основні характеристики суб’єктів кінологічного забезпечення правоохоронної діяльності в Україні. Запропоновано декілька критеріїв для класифікації суб’єктів кінологічного забезпечення. Особливе місце серед них варто віднести саме органам державної влади,
однак інституцій громадського суспільства також чинять сильний вплив
на розвиток службової кінології і кінологічного забезпечення правоохоронної
діяльності. Поряд із функціями суб’єктів значну увагу приділено формуванню
загальних завдань кінологічного забезпечення правоохоронної діяльності,
які є універсальними для усіх суб’єктів.
Implementation of law enforcement activities in Ukraine is possible with real, effective and efficient operation of the entire law enforcement system in general. It should be noted that law enforcement activity in the article means the activities of authorized bodies, departments or services of the state and nongovernmental organizations aimed at ensuring the proper implementation of the population’s rights and freedoms, protection of society and the state from unlawful encroachments, maintaining relations in a safe and orderly manner. condition (meaning ensuring public safety and order), as well as any other service activities aimed at protecting and ensuring human rights and freedoms. Based on the content of this definition, it should be emphasized that the list of entities that can carry out law enforcement activities is quite large. With this in mind, the article attempts to analyze the main characteristics of the subjects of cynological support of law enforcement in Ukraine. The article also presents the author’s vision of the concept of subjects of cynological support of law enforcement. In addition, attention is paid to the content of the key functions of the subjects of cynological support of law enforcement. These functions are adjusted according to the type of dog activities of a particular body. In this context, several criteria have been proposed for the classification of canine subjects. A special place among them should be given to public authorities, but the institutions of civil society also have a strong influence on the development of service cynology and cynological support of law enforcement. Along with the functions of the subjects, considerable attention is paid to the formation of general tasks of cynological support of law enforcement activities, which are universal for all subjects. It is emphasized that the process of cynological support of law enforcement has two aspects, which significantly expands the whole range of tasks and functions of the subjects. As a result, the emphasis is on the multisystem of canine support, which has a very large impact on the implementation of legal regulation of this area of activity.
