Анотація
Визначено мета та завдання професійної підготовки працівників Національної поліції України. Констатовано, що ключовою метою професійної підготовки поліцейських є формування у людини особистих (психологічних, моральних та фізичних) якостей, а також правової свідомості та професійних знань, умінь і навичок, які у своїй єдності дозволяють йому на високому рівні, якісно та оперативно виконувати покладені на них обов’язки в процесі реалізації завдань та функцій, що покладено на Національну поліцію України як ключовий правоохоронний орган нашої держави. Відзначено той факт, що ані мета, ані завдання професійної підготовки досліджуваної категорії працівників не віднайшли свого законодавчого закріплення. А відтак, дана прогалина потребує усунення шляхом внесення змін та доповнень до діючого спеціального законодавства, норми якого регулюють діяльності поліції взагалі, а також
питання професійної підготовки поліцейських, зокрема.
The relevance of the article lies in ensuring the effective operation of the National Police of Ukraine depends on many factors, among which an important place is given to the system of professional training of police officers. The latter is a constant, systematic, continuous process of training, education and development of an employee in the field of the type of labor (or official) activity performed by him, which ensures that the person acquires the appropriate range of knowledge, skills and abilities necessary and sufficient for the correct, effective and legal performance of the tasks entrusted to him his labor function. That is, professional training is a set of measures combined into a single process that directly depends on the specifics of the employee's (employee) profession. The purpose of the article is to determine the purpose and task of professional training of the National Police of Ukraine. It was found that the goal and task are complementary categories that show the purpose of a certain phenomenon, process, mechanism, etc. In particular, a goal is a final, desired result that must be achieved, a "destination" of a strategic nature. In turn, tasks are tactical, current goals, the fulfillment of which is mandatory for the realization of the goal. At the same time, both categories are individualized and depend on the content of each individual object. It was determined that the key goal of professional training of police officers is the formation of a person's personal (psychological, moral and physical) qualities, as well as legal awareness and professional knowledge, abilities and skills, which in their unity allow him to perform at a high level, qualitatively and quickly the assigned their duties in the process of implementing the tasks and functions entrusted to the National Police of Ukraine as the key law enforcement body of our state. Achieving the goal requires solving the following tasks: comprehensive development of the employee's psychological orientation to work in the police, taking into account the level of its dynamics, difficulty, the presence of restrictions, a special corporate culture and the specifics of management; providing a police officer with thorough and broad theoretical and legal knowledge about: the essence, content and importance of the rights and freedoms of a person and a citizen, as a special state value; procedure and conditions for the application of coercive measures by the police; organizational specifics and administrative activities of police bodies and units; etc; physical development of police officers, ensuring the readiness of their bodies for the loads that arise during the performance of their duties; formation and development of special practical skills of police officers, which includes mastery of the techniques of using physical force, firearms, special and operational-technical means, conducting activities of an operational-search nature, implementation of forensic methods, etc.; systematic updating and improvement of the acquired knowledge, skills and abilities of the police taking into account the changes in the social environment, updating the legislation of Ukraine, the emergence of new social requirements for the activities of the NPU, etc.; education of police officers in the spirit of deep respect for each member of society, the need to perform their tasks conscientiously and correctly, taking into account their special social value.
Определены цели и задачи профессиональной подготовки работников Национальной полиции Украины. Констатировано, что ключевой целью профессиональной подготовки полицейских является формирование у человека личных (психологических, моральных и физических) качеств, а также правового сознания и профессиональных знаний, умений и навыков, которые в своем единстве позволяют ему на высоком уровне, качественно и оперативно выполнять положенные на обязанности в процессе реализации задач и функций, возложенных на Национальную полицию Украины как ключевой правоохранительный орган нашего государства.
