Зарубіжний досвід організації взаємодії та координації діяльності правоохоронних органів на регіональному рівні (на прикладі країн з децентралізованою моделлю забезпечення внутрішньої безпеки)

Abstract

Розглянуто зарубіжний досвід організації взаємодії та координації діяльності правоохоронних органів на регіональному рівні на прикладі країн з децентралізованою моделлю забезпечення внутрішньої безпеки. Встановлено, що за децентралізованого підходу до організації системи правоохоронних органів і здійснення управління нею, регіональні суб`єкти правоохоронної діяльності мають досить високий рівень автономії, що дозволяє їм самостійно вирішувати більшість питань взаємодії на регіональному рівні. Координація діяльності правоохоронних органів також здійснюється регіональними органами влади, при чому як державної, так і муніципальної.In the article, on the basis of the analysis of scientific literature, the foreign experience of the organization of interaction and coordination of the activity of law enforcement bodies at the regional level is considered on the example of countries with a decentralized model of providing internal security. It has been established that, in a decentralized approach to the organization of the system of law enforcement bodies and its management, regional law enforcement officers have a rather high level of autonomy that allows them to solve most of the issues of interaction at the regional level on their own. Coordination of law enforcement activities is also carried out by regional authorities, with both state and municipalities. It is noted that such an approach is characterized by a rather high level of involvement of the public in solving the issues of law enforcement activity in the respective territories. The necessity of increasing the role of regional police authorities and services in the preparation and implementation of coordination of law enforcement activity in the territory is substantiated. Attention is drawn to the fact that in Ukraine this question is almost completely tied to the prosecutor’s office, which virtually deprives the leaders of other law enforcement agencies of the initiative in terms of the organization of interaction and coordination of joint, compatible law enforcement measures. The emphasis is on the need for more active implementation of the elements of decentralization in the system of law enforcement agencies in Ukraine, which should increase the initiative of the latter and their responsiveness to existing problems at the local level. Extending the powers of regional law enforcement agencies in the part of solving a number of administrative tasks and functions will force their leaders not to wait for relevant guidance from above, but to solve problem issues on their own.Рассмотрен зарубежный опыт организации взаимодействия и координации деятельности правоохранительных органов на региональном уровне на примере стран с децентрализованной моделью обеспечения внутренней безопасности. Установлено, что при децентрализованном подход к организации системы правоохранительных органов и осуществление управления ею, региональные субъекты правоохранительной деятельности имеют достаточно высокий уровень автономии, что позволяет им самостоятельно решать большинство вопросов взаимодействия на региональном уровне. Координация деятельности правоохранительных органов также осуществляется региональными органами власти, причем как государственной, так и муниципальной.
