Поняття та особливості заохочення службової діяльності державних службовців

Abstract

Зазначено, що заохоченнями службової діяльності державних службовців є сформовані на рівні нормативно-правового регулювання, інституційного забезпечення, морально-етичних цінностей та загальної культури суспільства інструменти впливу на державних службовців, їх свідомість, самовизначення, на їх особисту систему життєвих пріоритетів з метою стимулювання їх професійної діяльності з виконання функцій держави. При цьому наголошено на необхідності розуміння категорії «стимулювання» не лише крізь призму утилітарних цінностей, але й духовних (естетичних, наукових, творчих).

It is stated in the article that incentives for the official activity of civil servants are instruments of influence on civil servants, their consciousness, self-determination, on their personal system of life priorities formed at the level of regulatory and legal regulation, institutional support, moral and ethical values and the general culture of society in order to stimulate their professional activities in the performance of state functions. At the same time, it is emphasized the need to understand the category of «stimulation» not only through the prism of utilitarian values, but also spiritual (aesthetic, scientific, creative). It is emphasized that the system of moral stimulation is much broader than thanks, certificates, and badges, including, along with incentives that express a person’s belonging to a certain community known and respected in society, as well as those incentives that characterize a person as an exclusive, unique carrier of only she has one ability (skill). Emphasis is placed on the need to understand a creative, non-linear approach to the essence of stimulation, as well as to its individualization. Thus, the process of encouraging the official activity of civil servants is largely based on the understanding of the multifaceted personality and its inner world, which finds its expression in the system of relevant features. At the same time, on the basis of current socio-economic, political, and security realities, the peculiarities of the process of encouraging the official activity of civil servants were formed, namely, a close relationship with the trust of the population; the goal of encouragement is to form the professional subjectivity of a civil servant; permanent character; focus on achieving meritocracy. For the sake of a deeper and more comprehensive understanding of the above-mentioned features in their dynamic movement, promising directions for the development of incentives for the official activities of civil servants, which include the implementation of motivational monitoring, have been identified; involvement of civil servants in scientific activities; formation of public trust in state authorities; introduction of digital tools to ensure the construction of a fair system of incentives.

Определены понятие и особенности поощрения служебной деятельности государственных служащих. Выяснена сущность поощрения служебной деятельности государственных служащих, раскрыты на основе актуальных социально-экономических, политических, реалий безопасности особенности процесса поощрения; выделены перспективные направления их развития.
