dc.description.abstractОхарактеризовано основні напрями боротьби з проституцією в українських губерніях Російської імперії в другій половині ХІХ – на початку ХХ ст. Досліджено питання щодо здобутків і недоліків у роботі поліцейських органів, спрямованій на боротьбу з цим асоціальним явищем, діяльності лікарсько-поліцейських комітетів, ролі громадськості в протидії торгівлі тілом. Виявлено основні етапи боротьби з проституцією у визначений хронологічний період, показано перехід від заборонної системи до правової регламентації заняття проституцією. Висвітлено тогочасний дискурс терміну «проституція», з’ясовано погляди поліцейських та юристів стосовно заходів зменшення проституції та вдосконалення її регламентації. Проаналізовано статистику розвитку проституції в імперії за регіонами, віком, причинами, зроблено висновки щодо динаміки цього явища, яке мало тенденцію до зростання. Установлено, що протягом досліджуваного періоду Міністерство внутрішніх справ Російської імперії видало кілька правових актів, спрямованих на регулювання проституції. Це стосувалося умов відкриття публічних будинків, їхньої діяльності, стосунків між власниками борделів та повіями. Визначено, що причини зростання проституції в кінці ХІХ – на початку ХХ ст. були пов'язані з глибокими змінами в соціально-економічному житті держави і суспільства, підвищенням ролі товарно-грошових відносин та розвитком ринку.uk_UA
dc.description.abstractThe organizational and legal aspects of the fight against prostitution in the second half of the nineteenth – early twentieth century by the police and medical police committees have been studied based on the materials of the Ukrainian provinces of the Russian Empire. Research methodology – principles of scientificity, objectivity, historicism, interdisciplinary approach, methods of analysis, synthesis, historicalgenetic method. In particular, the interdisciplinary approach provides an analysis of the problems at the intersection of the history of Ukraine and the history of the state and law. Using the historical-genetic method helps to analyze the evolution and dynamics of the development of the studied social phenomenon, which became the basis for the author's interpretations, explanations and conclusions. The main directions of the fight against prostitution in the Ukrainian provinces of the Russian Empire in the second half of the nineteenth – early twentieth century was firstly analyzed in the article. The study of the achievements and shortcomings of the work of police bodies aimed at combating this antisocial phenomenon, the activities of medical and police committees, the role of the public in combating trafficking in the body has been further developed. The authors have identified the main stages of this fight in a certain chronological period and showed the transition from a banned system to the legal regulation of prostitution. The discourse of the term "prostitution" of that time is covered. The views of police and lawyers on measures to reduce prostitution and improve its regulation are analyzed. The authors pointed on that in the studied period, the Ministry of Internal Affairs of the Russian Empire issued several legal acts aimed at regulating prostitution. It includes the conditions for the opening of brothels, their activities, the relationship between brothel owners and prostitutes. It is determined that the reasons for the growth of prostitution in the late nineteenth – early twentieth century were associated with profound changes in the socio-economic life of the state and society, increasing the role of commodity-money relations and market development. It was found that the main activities of the police, in this case, were: monitoring compliance with laws and regulations and combating trafficking in human beings. Search and prosecution of illegal prostitutes, owners of secret dens, issuance of permits for the opening of "tolerance houses", supervision and closure, organization of medical examinations of prostitutes, supervision of the rights of prostitutes and owners of brothels were entrusted to specially created medical police committees.uk_UA
dc.description.abstractОхарактеризованы основные направления борьбы с проституцией в украинских губерниях Российской империи во второй половине ХІХ – начале ХХ ст. Исследованы вопросы достижения и недостатков в работе полицейских органов, направленной на борьбу с этим асоциальным явлением, деятельности врачебно-полицейских комитетов, роли общественности в противодействии торговле телом. Выявлены основные этапы борьбы с проституцией в определенный хронологический период, показан переход от запретительной системы к правовой регламентации занятия проституцией. Освещен дискурс термина «проституция», выяснены взгляды полицейских и юристов относительно мер уменьшения проституции и совершенствования ее регламентации. Проанализирована статистика развития проституции в империи по регионам, возрасту, причинам, сделаны выводы по динамике этого явления, которое имело тенденцию к росту. Установлено, что за исследуемый период Министерство внутренних дел Российской империи издало несколько правовых актов, направленных на регулирование проституции.uk_UA
